The authors of the article analysed the information provided in the Sejm by the Ministers of Foreign Affairs on current foreign policy in 2012–2019. The authors’ efforts were mainly focused on fragments of speeches dedicated to the European Union, fundamental for conducting a long-term, strategic Polish policy within the EU. The authors considered the following as such problems: plans for the role of Poland in the EU and its future political shape, as well as the resulting security policy, especially when it comes to energetic security, which is important from the point of view of Poland’s sovereignty, as well as the common EU policy. Content analysis (both qualitative and quantitative) and a comparative technique, which was used to determine similarities and differences in the analysed materials, were chosen as the research method. The hypothesis formulated assumed that the approach to relations with the EU presented by the PO-PSL coalition, and then the United Right, differed significantly because it was based on a different paradigm. In the recommendations of the PO-PSL we can see references to the liberal/neoliberal theory, while in the recommendations of the United Right we can see references to the realism/neorealism theory.

Russia’s great-power ambitions are reflected in strategic documents, which, depending on the events affecting its security. These documents evolved and took on a more confrontational character, emphasizing Russia’s desire to introduce a new architecture of international security. The actions taken by Russia clearly demonstrate its ambitions to change the world order and order created after the collapse of the Soviet Union. The Russian authorities use a number of different tools in their actions, and military power is not necessarily the key factor. The article presents the Russian strategic thought which defines the main directions of the Russian foreign and security policy. The reasons for changes in the approach to the post-Cold War international order in the light of which changes were made to the “Concept of the foreign policy of the Russian Federation” were presented. The main goal of the concept was analyzed, which “persuades” the West to make concessions, thanks to which it would enable the end of the conflict with Russia on its terms and the re-normalization of mutual relations. The issue of the Russian understanding of geopolitics and the geopolitical code of the Russian Federation was raised. Documents of military doctrines closely related to the conducted policy have been indicated. It should be emphasized that the new Military Doctrine of the Russian Federation is part of the entirety of Russian strategic thinking, which is aimed at revising the post-Cold War international order.

Odzwierciedlenie mocarstwowych ambicji Rosji znajduje się w strategicznych dokumentach, które zmieniały się w zależności od wydarzeń wpływających na jej bezpieczeństwo. Dokumenty te ewaluowały i przyjmowały bardziej konfrontacyjny charakter, podkreślając dążenie Rosji do zaprowadzenia nowej architektury bezpieczeństwa międzynarodowego. Podejmowane przez Rosję działania wyraźnie wskazują na ambicje do zmiany wytworzonego po rozpadzie Związku Sowieckiego ładu i porządku światowego. Władze rosyjskie w swoich działaniach wykorzystują szereg różnych narzędzi i niekoniecznie kluczowa staje się siła militarna. Artykuł przedstawia rosyjską myśl strategiczną określającą główne kierunki polityki zagranicznej i bezpieczeństwa FR. Przybliżono powody zmian podejścia do pozimnowojennego ładu międzynarodowego, w świetle których dokonywano zmian Koncepcji polityki zagranicznej Federacji Rosyjskiej. Przeanalizowano główny cel koncepcji, który ,,przekonuje” Zachód do ustępstw, dzięki czemu umożliwiłoby to zakończenie konfliktu z Rosją na jej warunkach i ponowną normalizację wzajemnych stosunków. Poruszoną kwestię rosyjskiego rozumienia geopolityki, jak i kodu geopolitycznego FR. Wskazano na dokumenty doktryn wojennych mających ścisły związek z prowadzoną polityką. Podkreślić należy, że nowa doktryna wojenna FR wpisuje się w całokształt rosyjskiego myślenia strategicznego, które jest nastawione na rewizję pozimnowojennego porządku międzynarodowego.
