Cele – zadania, a zwłaszcza ich realizacja, relacje i role, są obecnie determinowane przez aktualną, skomplikowaną sytuację gospodarczą, społeczną, prawną i polityczną państwa i w konsekwencji samorządów, co generuje liczne dysfunkcje.

The article shows the importance of the functions of the local government and the problems it encounters. Local government’s objectives, relations and roles are at present determined by current, complicated economic, social, legal and political situation of the state and, consequently of local governments what leads to numerous malfunctions.
