Jak silna jest polska piłka nożna? Paradoks "gospodarza turnieju" w rankingu FIFA

Artykuł analizuje nieintuicyjne właściwości (paradoksy) rankingu narodowych drużyn piłkarskich FIFA. Najbardziej zaskakującym fenomenem jest zaniżanie pozycji w rankingu drużyn będących gospodarzami turniejów mistrzowskich. „Efekt gospodarza” jest wynikiem zwolnienia gospodarza turnieju z eliminacji i związanym z tym ograniczeniem meczów przed mistrzostwami jedynie do nisko punktowanych meczów towarzyskich. Różne modele zbudowane na podstawie danych FIFA pozwalają oszacować, że pozycja Polski w rankingu jako gospodarza mistrzostw Europy została obniżona od około 16 do 35 pozycji.

Celem niniejszego artykułu jest wprowadzenie do tematyki badawczej historii politycznej polskiej piłki nożnej. Uzasadnia on konieczność prowadzenia badań nad futbolem w zakresie nauk o polityce, porządkuje podstawowe pojęcia oraz proponuje spójne ramy metodologiczne w postaci symultanicznego zastosowania metody systemowej i decyzyjnej. Zawiera także autorską koncepcję periodyzacji historii politycznej polskiego futbolu oraz wykaz podstawowej bazy bibliograficznej i archiwalnej dla proponowanych badań. Zaprezentowane wyniki badań potwierdzają, że futbol jest istotnym i właściwym obszarem badań dla politologa.

The aim of this article is to introduce the topic of research on the political history of the Polish football. The article demonstrates the importance of political research on football, it clarifies the basic concepts and proposes a coherent methodological framework in the form of simultaneous application of both the system analysis and the decision method. The article presents also the author’s concept of historical periodization of the Polish football and a list of basic references and archives for the proposed research. The research results presented in this paper prove that football is an important and relevant field of research for a political scientist.

The aim of this paper is to illustrate the analogy of law and game on the example of selected problems of contemporary theory and philosophy of law. The frames of this text are determined by the metaphor of the game, and in particular by the reference to football, because football has the feature of universality in the modern world. In the context of the relationship between the law and the game, the basic assumptions of the concept of H. L. A. Hart, R. Dworkin, A. Marmor, A. Hutchinson, J. Searle are introduced. Above all, however, the use of the metaphor of the game by H. L. A. Hart in „Concept of Law” is being described. Particular emphasis is placed on discussing the distinction he made between the game according to the rules and the game of „scorer’s discretion”. Considerations regarding this problem are supplemented with examples from the world of football.

The aim of this paper is to depict the social and political dimension of football and its role in the selected non-democratic European political regimes. By using a comparative neo-institutional analysis of four fascist regimes (Nazi Germany, Fascist Italy, Spain under the rule of Franco and Portugal under the rule of Salazar), a typology of analytical categories has been determined to establish the meaning of football as a social and political institution in those political systems, including the impact of the official ideology on institutionalised football and the mechanism of gaining control over football by a non-democratic rule. The comparative analysis has demonstrated both similarities and differences in the extent to which football was politicised in Germany, Italy, Spain and Portugal – this has confirmed the results of other comparative studies of these regimes, but also pointed out to new dimensions of inter-relations between those political systems. This issue has not been analysed from such a broad comparative perspective as the earlier studies focused rather on an in-depth analysis of politicisation of sport in general (and not football specifically) in selected fascist regimes.

Celem artykułu jest ukazanie społeczno-politycznego fenomenu futbolu oraz jego roli w wybranych niedemokratycznych reżimach politycznych w Europie. Wykorzystując porównawczą analizę neoinstytucjonalną czterech przypadków reżimów o charakterze faszystowskim (nazistowskie Niemcy, faszystowskie Włochy, frankistowska Hiszpania oraz salazarowska Portugalia), wypracowano typologię kategorii analitycznych umożliwiających określenie znaczenia futbolu jako instytucji społeczno-politycznej we wspomnianych reżimach politycznych, na którą składają się wpływ oficjalnej ideologii na zinstytucjonalizowany futbol oraz mechanizm przejmowania nad nim kontroli przez niedemokratyczną władzę państwową. W toku analizy porównawczej wykazano podobieństwa i różnice w upolitycznieniu futbolu w Niemczech, Włoszech, Hiszpanii i Portugalii – zarówno potwierdzające dotychczasowe wyniki studiów porównawczych nad tymi reżimami, jak i ukazujące nowe płaszczyzny zależności pomiędzy nimi. Zagadnienie to nie było do tej pory analizowane w tak szerokiej perspektywie porównawczej – istniejące opracowania ograniczają się raczej do pogłębionej analizy upolitycznienia sportu ogólnie (a nie wyłącznie futbolu) przez wybrane reżimy faszystowskie.
