The Kaliningrad Oblast of the Russian Federation as a Geopolitical Wedge of Russia in Central and Eastern Europe: Regional, State and International Context

The Kaliningrad oblast of the Russian Federation is specific area of international relations observed in Central and Eastern Europe. The region can be understood both as area of cooperation and conflict between Russia and the West. The Kaliningrad oblast is also crucial area for security of Central and Eastern Europe, as in this subject of the Russian Federation are intersecting two key processes for European security: on the one hand, this is process of European integration, which is continued on the east part of Europe and the Kaliningrad oblast – due to its geographical location – is taking part in several nets of European cooperation. On the other hand, the Kaliningrad oblast is subject of the Russian Federation, which is carrying out great project of reintegration of post-Soviet area and the region is one of key elements of success of this project. The Kaliningrad oblast might play role of particular tool of Russian authorities to threaten states of Central and Eastern Europe, as they do in relation to other exclaves and separatist regions in post-Soviet space. The indicator of this factor is significance of the Kaliningrad oblast in system of national security of the Russian Federation as well as its geographical location, especially in the context of relations with states of Central and Eastern Europe.

Problematyka związana z procesami integracji, dezintegracji i reintegracji, obserwowanych w XXI wieku w Europie wymaga poszukiwania nowych narzędzi badania i opisu istoty tych problemów oraz wprowadzania możliwości prognozy przyszłego rozwoju wypadków. Jednym z tych narzędzi jest koncepcja klinów geopolitycznych, to jest terytoriów o ograniczonej samodzielności, za pomocą których mocarstwa mogą oddziaływać na obszary występowania ich naturalnych interesów. Celem niniejszego artykułu jest dokonanie konceptualizacji pojęć związanych z zagadnieniem klinów geopolitycznych. Poza tym, autor dokona przeglądu literatury naukowej pod kątem obecności tego pojęcia, jak również podejmie próbę umiejscowienia koncepcji klinów geopolitycznych wśród zasadniczych paradygmatów geopolityki. Założeniem autora jest nie tylko ulokowanie terminu klina geopolitycznego w literaturze przedmiotu, ale i przedstawienie jego eksplanacyjnej roli dla opisu rzeczywistości międzynarodowej w Europie na przykładzie procesów integracyjnych w przestrzeni poradzieckiej

The issues related to the processes of integration, disintegration and reintegration observed in the 21st century in Europe need new research tools. One of these tools is the concept of geopolitical wedges, which can be used by the powers to keep influence in the areas of its natural interests. The aim of the article is to present theoretical concepts related to the issue of geopolitical wedges as well to describe one of the examples of geopolitical wedges, i.e. the Kaliningrad region. In addition, the author will review the scientific literature for the presence of this concept, and will attempt to locate the concept of geopolitical wedges among the essential geopolitical paradigms. The author's assumption is not only to locate the issue of the geopolitical wedge in the literature of the subject, but also to present its explanatory role for the description of international relations in Europe on the example of processes of reintegration of the post-Soviet space.
