Objectives U.S. foreign policy towards Russia is of the utmost importance for the national security of the countries on the NATO eastern flank. Grand strategies are among the analytical concepts for classification and analysis of U.S. actions in the international arena. This paper uses grand strategy classification framework to classify and analyse U.S. strategy towards Russia from 2001 to 2017. Methods 36 speeches about Russia by U.S. Presidents George Bush and Barack Obama and Vice President Joe Biden from 2001 to 2017 were used in content analysis. U.S. grand strategy classification framework was used as the tool for coding and classifying different foreign policy elements within these speeches to identify different approaches towards Russia. Results The content analysis allowed to identify nine stages in U.S. policy towards Russia from 2001 to 2017. The most significant shift during this period was in 2014 when after Russia’s aggression in Ukraine U.S. strategy towards Russia shifted from liberal internationalism towards primacy. Conclusions Ideas of liberal internationalist and increasingly primacist grand strategies do influence U.S. foreign policy towards Russia. The grand strategy classification framework offers a valuable tool for analyzing, classifying and identifying different foreign policy stages in U.S foreign policy towards Russia.

The debate on missile defense in the United States has been going on for more than half a century, and brought about extensive literature on this subject. Although many studies on BMDS are publications dedicated to U.S. strategy, foreign and security policy, only a few works are focused solely on the U.S. missile defense strategy in the post-Cold War era from the long-term perspective. The aim of this article is to discuss the U.S. missile defense strategy in the post-Cold War era. The paper consists of an introduction, three sections, and a conclusion. The introduction includes short literature review and explains the domestic and international significance of BMDS. In the first section, BMDS is defined and described, next the ongoing debate about sources of U.S. focus on missile defense development is presented. In the last section, four functions of the BMDS in the U.S. post-Cold War strategy are analyzed. Conclusion includes brief recap, as well as costs and benefits assessment of the consequences of the BMDS deployment.

Planning is a process of defining goals and identifying means and methods to achieve them, effective and relevant to future operating conditions, and therefore a diagnosis of a current situation, design and choice of goals, and ways to reach them. The main substance of this publication is to present research methods (methods of prediction) relating to the creation of the future of an organisation, especially a political organisation, or a country. They are: strategic planning and strategic review. In addition, the problems relating directly to the above methods such as limits to grand strategy, the Black Swan effect, the Tsunami effect, and the arguments against normative methods will be presented.

The article focuses on the Belt and Road Initiative, which was introduced by the leadership of the People’s Republic of China in 2013, and its political as well as economic implications for Iran China relations. The ongoing implementation of the Chinese initiative raises a few research questions. Would both sides benefit from the cooperation in the BRI framework or would one of them maybe have the upper hand? What are the main opportunities and challenges in the case of China-Iran relations and BRI implementation? The analysis is conducted in the framework of the grand strategy theory. This study is based on primary sources such as official governmental documents, speeches of influential politicians, and official statistical data. Besides these sources, information from secondary sources like monographs and academic articles was taken into consideration.

Artykuł charakteryzuje proces opracowywania dokumentów strategicznych w Stanach Zjednoczonych w latach 2017–2108. Głównym celem artykułu jest analiza procesu planowania w czasie rządów administracji prezydenta Donalda Trumpa oraz przedstawienie wniosków do wykorzystania w innych państwach. W treści artykułu znajduje się objaśnienie najważniejszych podstaw teoretycznych z obszaru planowania strategicznego, głównych procesów, jak również najważniejszych podmiotów organizacyjnych z obszaru bezpieczeństwa państwa. Artykuł skupia się jedynie na okresie 2017–2018 ze względu na znaczące zmiany, które zaszły w obszarze legislacyjnym, jak również udział w całym procesie planowania strategicznego kluczowych oficerów Sił Zbrojnych Stanów Zjednoczonych. W artykule wykorzystano technki oraz narzędzia badawcze z obszaru wojskowości, jednak szeroko zaprezentowano informacje dotyczące aktów prawnych czy odniesień historycznych w celu ułatwienia zrozumienia skomplikowanego procesu planowania strategicznego.

The article examines the development process of the national level security strategies in the United States. It explains the basic theory of the strategy-making, as well as the primary processes and relations among the major security enterprises. The author focuses on the 2017–2018 timeframe due to the significant changes in the U.S. legislative system and exceptional personalities involved in the strategy-making process. However, the article delivers a military perspective on strategy development. Still, it does not exclude general information on the U.S. political arena, legal framework, scope of the documents, or historical facts. These data facilitate a more comprehensive understanding of the complex political-military relations during the strategy-making process. The primary purpose of the article is to analyze coherent, layered strategic planning process during President Donald Trump administration (2017–2020) and draw significant conclusions, which other countries might implement in their planning system.
