Dynamic and ubranistic development of the city and completion of construction of the magistral traffic routes in Płock resulted in a situation in which it is advisable to correct estates’ borders and to create new industrial areas. The new and corrected Płock’s spatial division should be based around the history of the area and its technical and social infrastructure and specify new industrial areas. Decisions about estates’ borders are the responsibility of the city council, which represents civil society of Płock.

Aktualny etap rozwoju urbanizacyjnego Płocka oraz zakończenie realizacji podstawowych magistralnych tras komunikacyjnych w mieście stanowi podstawę do dokonania korekty granic niektórych osiedli i utworzenie nowych obszarów przemysłowych. Skorygowany podział przestrzenny Płocka na jednostki terenowo-administracyjne powinien uwzględniać: historię terenu oraz jego infrastrukturę techniczną i społeczną. Decyzje o granicach osiedli leżą w gestii Rady Miasta Płocka, która reprezentuje miejskie społeczeństwo obywatelskie.
