The consequence of the constitutional right to health care is government’s and local self-government’s duty to take actions, that ains at realisation of this right. One of the municipality’s actions in the area of health care is establishment and realisation of health policy programs. The legal definition presents it as planed and intended actions that focus on standard of health care and its effectiveness, safety andreasoning.

The NIK audit focused on the effectiveness of local self-government units’ activities taken with regard to depression prevention and treatment. The audit was conducted in 13 local self-government units, and covered the years 2015–2017 (three first quarters). In-depth examination comprised designing and planning of the measures related to depression prevention and treatment, the actual implementation of these measures, and the use of public funds allocated for this purpose. The assumption behind was that the activities of the local self-governments should complement the mental health services portfolio guaranteed by the National Health Fund (Polish: Narodowy Fundusz Zdrowia, NFZ).

Strategia rozwiązywania problemów społecznych dla gminy miasto Szczecin na lata 2015–2020 jest kluczowym dokumentem dla polityki społecznej Szczecina. W jej ramach mieści się też polityka zdrowotna, której instrumentem są programy polityki zdrowotnej. Aktualnie realizowany jest w Szczecinie program Przeciwdziałanie nadwadze i otyłości wśród dzieci w wieku 8 lat uczęszczających do szczecińskich szkół podstawowych – Odważna ósemka. Odpowiada on na zagrożenia zdrowotne pojawiające się w wieku przedszkolnym i wczesnoszkolnym: nadwagę i otyłość. Działania związane z Odważną ósemką mają na celu wyodrębnienie populacji dotkniętej i zagrożonej problemem (badania przesiewowe) oraz zmianę postaw zdrowotnych dzieci (zmiana nawyków żywieniowych oraz promowanie aktywności fizycznej). Projekt programu został oceniony pozytywnie przez Agencję Oceny Technologii Medycznych i Taryfikacji (AOTMiT) i we wrześniu 2016 rozpoczęła się jego realizacja.

Strategy for solving social problems for the municipality The City of Szczecin for the years 2015–2020 is a key document defining the assumptions of social policy for the city of Szczecin. The social policy implemented by the local government also includes health policy, which is instrumental to health policy programs. Currently implemented in Szczecin, the program is Prevention of overweight and obesity among children aged 8 years attending primary school Szczecin called the Obesity Prevention Program – Brave Eight. The program responds to the health hazards emerging in pre-school and early childhood: overweight and obesity. Activities of the Brave Eight program aim to isolate the affected and vulnerable population (screening) and change the health behavior of children (change of eating habits and promote physical activity). The program was evaluated positively by AOTMiT and in September 2016 its implementation began.
