National security reviews are essential tools for strategic planning in the United States for over twenty years. In 1997, the US Congress obliged the US Secretary of Defense and the Chairman of the Joint Chiefs of Staff by law to conduct comprehensive quadrennial defense reviews (QDR). This law influenced American policy planning in other, than only defense, national security domains. The subject of the author’s interest is the Quadrennial Homeland Security Review. In this article, an attempt is made to determine the influence of this review on the American national security management system and directions of policy implemented by the US administration, and to develop methodological and organizational conclusions, which may be presented to Polish political decision-makers in this regard. Developing answers to these questions seem to be justified by the need to determine what preparations should be taken to make Polish national security reviews more effective, adequate and economically beneficial for the national security system in our country.

Przemieszczanie jest zjawiskiem powszechnym oraz przejawem aktywności ludzkiej. Złożoność tego zjawiska determinuje skutki pozytywne i negatywne, również w kontekście bezpieczeństwa rozumianego jako brak zagrożeń. Migracja, jako trwałe lub okresowe opuszczanie przez pojedyncze osoby lub grupy ludzi miejsc stałego pobytu i przenoszenie się w inne miejsce, wywołuje szereg zdarzeń, które z całą pewnością zakwalifikować można jako zagrożenia bezpieczeństwa. Celem artykułu jest prze-analizowanie charakteru i zakresu oddziaływania migracji na bezpieczeństwo państwa.

Migration is a universal phenomenon and an aspect of human activity. The complexity of this phenomenon determines its positive and negative consequences also in the context of security understood as the absence of threats. Defined as a lasting or periodic movement of individuals or groups of people from permanent residencies to other destinations, migration determines an array of events that can be considered threats to security. The article analyzes the nature and extent of the impact of migration on national security.

W ramach artykułu autor dokonał analizy organów administracji publicznej właściwej w sprawach polityki bezpieczeństwa, skupionej pod egidą Prezesa Rady Ministrów i samej Rady Ministrów. Dokonując przeglądu najważniejszych aktów prawnych oraz bazując na tekstach źródłowych, ujęte zostały główne kompetencje i zadania instytucji mających na celu ochronę życia i zdrowia obywateli Rzeczypospolitej Polskiej zarówno w okresie wojny, jak i pokoju. Wspierając się publikacjami ciągłymi, autor określił główne funkcje organów powołanych do wsparcia rządu i instytucji premiera w polityce bezpieczeństwa. Dokonując analizy oraz opierając się na deskrypcji, autor wyszczególnia zmiany w budowaniu i formułowaniu organów chroniących bezpieczeństwo wewnętrzne i zewnętrzne skupionych pod parasolem działalności rządu jako władzy wykonawczej.

In the article the author has analyzed the public administration competent for security policy, centered under the aegis of the Prime Minister and Council of Ministers itself. By reviewing the most important legal acts, and based on texts were included the competences and tasks of the institutions established to protect the life and health of citizens of the Republic of Poland, during the time of warand peace. Leaning at scientific journals author described the main functions of institutions that support government and the prime minister in the security policy. By making analysis and based on the descriptions, author reveals changes in the process of creating of institutions protecting internal and external security together under the umbrella of government activity as executive power.

The United States Secret Service is an American federal law enforcement agency that is part of the U.S. Department of Homeland Security. Until March 1, 2003, the Secret Service was part of the U.S. Department of the Treasury. The Secret Service has two distinct areas of responsibility: (1) Financial Crimes, covering missions such as prevention and investigation of counterfeiting of U.S. currency and U.S. treasury securities, and investigation of major fraud; (2) Protection, which entails ensuring the safety of current and former national leaders and their families, such as the President, former presidents, vice presidents, presidential candidates, visiting heads of state and foreign embassies. Protecting national leaders, visiting heads of state and government, designated sites and National Special Security Events has become more complex with the evolution of conventional and non-conventional weapons and technology. In meeting new challenges, the Secret Service will continue to provide progressive training, devise and implement sound security plans, measures, equipment and systems to ensure the safety of individuals, sites and events under Secret Service protection. The Secret Service’s unique investigative and protective mission is sustained by a strong, multi-tiered infrastructure of science, technology and information systems; administrative, professional and technical expertise; and management systems and processes.

W artykule zaakcentowano, że obecne warunki dotyczące monitorowania i zapewnienia bezpieczeństwa wewnętrznego są coraz bardziej złożone. Złożoność wielu procesów i ich trudne uwarunkowania akcentują potrzebę dokonywania w miarę szybkich rozstrzygnięć. W ślad za tym wymogiem znacznie więcej uwagi poświęca się poprawie funkcjonowania systemów informacyjnych. Podkreślono, że coraz większa ilość informacji z jednej strony jest zjawiskiem korzystnym, ale z drugiej strony nie zawsze sprzyja podjęciu w miarę szybkiej decyzji. Trzeba dążyć do zdobywania różnymi kanałami (sposobami) wiarygodnej informacji, która będzie podstawą dokonywania rozstrzygnięć oddalających zagrożenia bezpieczeństwa i (lub) minimalizujących jego skutki. Podkreślono, że droga do osiągnięcia założonych celów jest w każdym przypadku odmienna; nie można przedstawić uniwersalnej metodyki postępowania. Oprócz uwarunkowań przedstawiono szereg propozycji ukierunkowanych na doskonalenia działalności osób sprawujących funkcje kierownicze oraz funkcjonowanie zespołów zarządzania kryzysowego.

The article emphasises that current conditions for monitoring and ensuring homeland security are increasingly complex. The complexity of many processes and their difficult conditions emphasise the need to make relatively quick decisions. Following this requirement, much more attention is being paid to improving the functioning of information systems. It was emphasised that the increasing amount of information is, on the one hand, a positive phenomenon, but on the other hand it is not always conducive to making a reasonably quick decision. It is necessary to strive to obtain, through various channels (methods), reliable information, which will be the basis for making decisions, dismissing security threats and (or) minimising their effects. It was emphasised that the path to achieving the objectives is different in each case; no universal methodology can be presented. In addition to the conditions, a number of proposals aimed at improving the activities of those in leadership roles and the functioning of crisis management teams are presented.

The term „homeland security” is in my discussion only conventional phrasing, which was hard to define properly towards the end of the Great War and at the beginning of the Second Polish Republic. It was often used interchangeably with „public security”. Moreover, it must be highlighted that by using the term „homeland security” in the title I intend to emphasize the fact that the subject of my paper is not the mechanism of „homeland security” functioning itself in the period of interest, but the concepts concerning the organization of the model of this security and the way of putting it to life at that time. While setting the period of my interest, I decided on the years 1917–1922. The first caesura is connected with the first conceptual works within the Provisional Council of State, when the issue of establishing the National Public Security Guard came up for debate. The second caesura results in turn from the finalization of the process of organizing the State Police and setting up the Silesian Voivodeship Police.

Понятие „внутренней безопасности” в контексте моих исследований является довольно условным; в годы Второй мировой войны и начала существования Второй Речи Посполитой его было трудно сформулировать корректно. Нередко это определение применялось наряду с термином „общественная безопасность”. Стоит при этом подчеркнуть, что используя в заглавии формулировку „о внутренней безопасности”, я намереваюсь обратить особое внимание на то, что предмет моего анализа – не сам механизм функционирования „внутренней безопасности” в интересующий меня период, а концепции того времени, касающиеся организации модели этой безопасности и способ внедрения его в жизнь. Определяя период своих научных интересов, я остановился на 1917–1922 гг. Первая дата связана с первыми разработками концепции во Временном Государственном Совете, когда на рассмотрение было внесено предложение о создании народных дружин общественной безопасности. Вторая дата относится к финальному моменту процесса организации Государственной Полиции и к созданию Полиции Силезского воеводства.

Termin „bezpieczeństwo wewnętrzne” jest w przypadku moich rozważań sformułowaniem jedynie umownym, które u schyłku lat Wielkiej Wojny i początków II Rzeczypospolitej trudno było odpowiednio zdefiniować. Nierzadko określenie to stosowano wymiennie z „bezpieczeństwem publicznym”. Podkreślić przy tym należy, że używając w tytule sformułowania „o bezpieczeństwo wewnętrzne”, zamierzam uwypuklić fakt, że przedmiotem moich rozważań nie jest sam mechanizm funkcjonowania „bezpieczeństwa wewnętrznego” w interesującym mnie okresie, ale ówczesne koncepcje dotyczące zorganizowania modelu tegoż bezpieczeństwa i sposób wprowadzania go w życie. Ustalając okres moich zainteresowań, zdecydowałem się na lata 1917–1922. Pierwsza cezura związana jest z pierwszymi pracami koncepcyjnymi w łonie Tymczasowej Rady Stanu, gdy wniesiono pod obrady wniosek w sprawie utworzenia Krajowej Straży Bezpieczeństwa Publicznego. Z kolei druga cezura wynika ze sfinalizowania procesu organizowania Policji Państwowej i utworzenia Policji Województwa Śląskiego.

The aim of this study is a review of empirical studies related to the COVID-19 by extracting most important information from them (e.g. researchers disciplines, topics of analysis, material selection). We have already collected over 241 (and still updating) and coded 180 studies performed in Poland till 25.05.2020. Our publicly available database and performed quasi-systematic review/meta-analysis would help to disseminate Polish specific knowledge probably quicker and would be easier accessible to search for given Polish specific questions as trust to institutions, risk perception, adherence to restrictions and cost of measures.

Celem analizy był przegląd empirycznych badań społecznych dotyczących COVID-19 przez wyodrębnienie z nich najważniejszych informacji (np. dyscypliny badaczy, poruszane tematy, zastosowany dobór materiału). Zebrano ponad 221 (i wciąż są aktualizowane) i zakwalifikowano do przeglądu 180 badań przeprowadzonych w Polsce do 25 maja 2020 r. Opracowana publicznie dostępna baza oraz przeprowadzona metaanaliza (przegląd quasi-systematyczny) powinna pomóc szybciej upowszechniać zebraną już wiedzę i ułatwić udzielanie odpowiedzi na pytania dotyczące specyfiki polskiej, jak zaufanie do instytucji, percepcja ryzyka, stosunek do restrykcji czy koszty obostrzeń.
