This article examines the marked decline in Irish social housing’s traditional role as the main source of accommodation for low-income households. We argue that although this policy redirection has become clearly apparent in the context of the Global Financial Crisis; its roots are, in fact, much older. They lie, not in Ireland’s most recent fiscal crisis, but in the last one which occurred between the late 1970s and mid-1980s. Changes made to arrangements for funding social housing during this time effected a long-term contraction in the social housing’s contribution to total housing output which, in turn, precipitated growing reliance on housing allowance subsidised private rented housing to accommodate this group. The post-GFC austerity merely accelerated this long-term trend rather than signalled a new policy direction.

In the author’s opinion the instruments proposed in the bill may fail to fulfil their task in terms of solution of the housing problem among young people. On the contrary, it can speed up depopulation of small and middle-sized towns. The bill may have unfavourable economic and social consequences on the housing market and also a negative impact on the finances of gminas (communes). The author points out that granting housing allowances to the young adults without housing problems is contrary to the principle of economic prudence.

Celem niniejszego opracowania jest przedstawienie regulacji prawnych związanych z przyznawaniem i wypłacaniem dodatków mieszkaniowych oraz dokonanie statystycznej analizy dodatków wypłaconych w Polsce w ostatnich latach. W pierwszej części artykułu wykorzystane zostały zapisy ustawy z dnia 21 czerwca 2001 r. o dodatkach mieszkaniowych oraz rozporządzeń wykonawczych do niej, natomiast w drugiej informacje dostępne w Banku Danych Regionalnych GUS, które przeanalizowano w przekroju wojewódzkim, za pomocą podstawowych narzędzi statystycznych. Na podstawie dostępnych danych statystycznych można stwierdzić, że w latach 2004-2008 latach liczba i kwota dodatków mieszkaniowych wypłacanych w Polsce systematycznie malała. Ze świadczeń tych w największym zakresie korzystano, w przeliczeniu na liczbę ludności i mieszkań, w województwach kujawsko-pomorskim i warmińsko-mazurskim, natomiast w najmniejszym w województwach świętokrzyskim, małopolskim, podkarpackim i mazowieckim.

The aim of this elaboration is to present regulations relating to the grant and payment of housing allowances and to make statistical analysis of allowances paid out in Poland in recent years. In the first part of the article were used regulations of Act of 21 June 2001 on Housing Allowances and its implementing regulations, whereas in the second part the information available at Regional Data Bank, which were analyzed in a regional aspect by using basic statistical tools. Based on available statistical data it can be stated that the number and amount of housing allowances paid out in Poland were steadily decreasing in the years 2004-2008. These benefits were used to a large degree in Kujawsko-Pomorskie Province and Warmińsko-Mazurskie Province and to a small degree in the regions of the Świętokrzystkie, Małopolskie, Podkarpackie and Mazowieckie.

Artykuł przedstawia funkcjonowanie systemu dodatków mieszkaniowych w latach 2004-2005 na podstawie wyników badań przeprowadzonych w grupie 50 miast. Zawiera ocenę liczby i wysokości wypłaconych dodatków mieszkaniowych oraz ich struktury w zależności od rodzaju zasobów mieszkaniowych i wielkości gospodarstwa domowego. Pokazuje politykę gmin oraz role wywiadu środowiskowego w weryfikacji danych zawartych we wnioskach składanych przez gospodarstwa domowe w celu przyznania dodatku mieszkaniowego.

The paper presents operation of the system of housing allowances in 2004- 2005 based on results of investigations conducted in the group of 50 cities. It includes the assessment of the number and amount of housing allowances that were paid out, as well as their structures, depending on the housing stock type and household size. The paper depicts the policy of communes and the role of community interviews in verification of applications for housing allowances filed by households.

The study presents the condition of housing in Poland compared to selected countries, indicating the need for improving the housing situation in Poland. It presents housing support instruments used in EU countries, and reviews state programs of residential support in Poland during the last 25 years. The study also highlights the impact of government housing support programs on real estate market. Finally, it presents recommendations that may improve the housing situation in Poland.

Wskazano instrumenty wsparcia mieszkalnictwa stosowane w państwach UE. Dokonano przeglądu programów wspierania mieszkalnictwa w Polsce w okresie ostatnich 25 lat. Pokazano wpływ rządowych programów wsparcia mieszkalnictwa na rynek nieruchomości mieszkaniowych. Przedstawiono rekomendacje mogące poprawić sytuację mieszkaniową w Polsce.
