The article investigates theoretical viewpoints’ development towards health of an individual as an economic resource, which at present acquires one of the most essential meanings contributing to the economic development of the country. It also explains an idea that the health resource is a source of two other the most important economic resources – labor and knowledge. The specific features of health resource as an independent social-economic category are presented and the periodization of economic theory human-centered conceptions is provided.

The purpose and result of the presented article is the identification and priority-setting for non-formal adult education in the context of human development indicators, based on analysis of existing global theories of human capital, human potential, human development: to monitor the educational needs of adults at all levels and in different social, age groups; to systematize current and future educational needs of adults and labour market destinations of job qualification and the development of relevant hard skills of adult learning and life qualification and soft skills development of adults; to explore the existing non-formal market of educational services in terms of demand customers, and positions proposals with providers; to justify by the example of separate regions of interaction of the enterprises and institutions with providers of non-formal education; to perform organizational, didactic and methodological principles of teaching adults in non-formal education; to prove the necessity of recognition of non-formal learning based on the justification of compliance with key professional competences and social recognition; to define the quality criteria for adult learning at all levels in terms of informal education and to systematize the criteria of quality of training of the individual and their impact on the leading indicators of human development in general. The leading research methods used in the article are: analysis, generalization, systematization of theoretical and statistical studies of different levels and practical experience. The practical importance of the findings of outlined objectives; prospects for their justification at certain levels: personal (nano) – the level of the individual; corporate (micro) – level of enterprises, institutions, other institutions and organizations; regional (meso) – level of industries, regions of different subordination; national (macro) level – the level of the country; continued use of these indicators for measuring the results of non-formal adult learning in the context of human development.

Under conditions of information society development more and more attention is paid to the human capital conception research and its investments efficiency determination, because a high level of individual capabilities, which were created in the process of investing, provides a worker competitiveness, flexibility and realization in economic activity, stimulates subsequent development and self-perfection under conditions of the information society formation. The development of the “human capital” concept, basic approaches to its determination and modern development features in domestic and foreign scientists’ research works are researched in the article. The process of a human capital formation is analyzed, general and excellent lines with contiguous concepts are selected. The concept of investments in human capital is explored, investment mechanism of human capital development under condition of information society transition is analyzed in the article. Possible consequences of such investments for main investment process participants are analyzed. It was found out that investments must be done on the early stages of human potential formation on the basis of education, medical providing, humanitarian and cultural development, and as a result there is a formation of highquality components, which provide the higher level of competitiveness and mobility at the labour market. The existent classification of investment subjects was extended, and added to them participants of market infrastructure, to which were included the financial and credit institutes, non-state pension fund, insurance companies, venture funds, accumulation funds, recruiting agencies.

The article is devoted to the analysis of the directions and mechanisms of adapting the social policy of Belarus to the demographic, migration, communication and technological challenges of modern society. The purpose of the article is to search for social policy mechanisms aimed at developing human potential and stimulating the social activity of citizens. The author analyses the directions of the state’s social policy in the absence of the reproduction of labor resources, an increase in the demographic burden on the ablebodied population, an uneven distribution of labor resources, the emigration of skilled personnel, growth in automation and robotization of production, and a growing need to build effective communication between the government and the population. The article provides an extensive analysis of statistical information, sociological research data, the legislative framework, methods and social technologies of social policy. As a result of the study the author comes to the conclusion that it is necessary to search for new mechanisms for implementing social policy in various fields. Therefore, in the field of demography, it is advisable to search for indirect measures to increase social guarantees for women in order to stimulate fertility, and transform the pension system in order to reduce the demographic burden on the working population. In the field of migration, it is advisable to take government action to prevent the outflow of highly qualified specialists abroad and to return of students who have received education abroad. In the field of social and labor relations existing personnel technologists should be improved and objective methods for evaluating the effectiveness of employees based on a competency-based approach should be introduced. In the field of communication between society and the state it is necessary to inform the public about the current state policy and to organize public discussions of the state initiatives before making them.

The purpose of the research is analysis of a model of influence of excise tax rate increase for tobacco products in Ukraine on financial indices of state funds, prevalence of tobacco smoking, and indices of society health. Due to the results of research, the author determined the opportunities of the excise tax for tobacco smoking prevalence regulation in Ukraine. The dynamics of changes of specific and ad valorem rates of the excise tax and the dynamics of its contribution to the revenues of the State Budget of Ukraine were analyzed. The author estimated the changes of tobacco smoking prevalence in Ukraine on the basis of an adapted imitation model under conditions of increase of excise tax rates to the level of rates of the European Union countries. The research shows the excise tax is an effective financial regulator of tobacco smoking prevalence in Ukraine and it influences a population health condition. Increase of the excise tax rates causes reduction of amounts of tobacco product consumption and decrease of the share of smoking adults. Gradual increase of the Ukrainian rates to the level of the EU before 2018 may allow pulling from 1.0 to 1.9 million of people through premature death. Aside from a positive social effect of health enhancement, increase of the share of excise tax within a structure of a retail price of tobacco products will positively influence the growth of tax incomings to the State Budget. Consequently, under the Ukrainian contemporary economic environment the excise tax is an effective financial regulator of tobacco smoking prevalence.

The study attempts to justify the importance of the human potential quality, one of the key factors for the development of tourism industry. Moreover, the study attempts to establish a correlation between the human potential quality and the quality of tourism-related services. Next, the study emphasizes that not only geography-related factors, such as natural, historical and cultural sights, climatic and weather conditions getting the attention and interest by tourists, are vital for tourism industry. The human potential quality, including training, qualification and expertise, is important as well. Therefore, the study analyses the human potential quality in tourism industry, and assesses its impact on the service quality related to accommodation, catering, transport, organization and provision of sports, cultural and sightseeing events.

Celem artykułu jest określenie zależności między poziomem potencjału ludzkiego a efektywnością ekonomiczną przedsiębiorstw w poszczególnych województwach. Na potrzeby niniejszego artykułu podjęto próbę skonstruowania syntetycznego miernika oceny efektywności ekonomicznej przedsiębiorstw, a także syntetycznego miernika potencjału ludzkiego w regionie w oparciu o wcześniej wyselekcjonowany zbiór zmiennych diagnostycznych. Badaniem objęto wszystkie 16 województw Polski. W badaniach wykorzystano metodę TOPSIS do uporządkowania oraz metody Warda i PAM w celu dokonania klasyfikacji województw. Ponadto przeprowadzono analizę korelacyjną i analizę autokorelacji przestrzennej. Głównym kryterium doboru zmiennych była ich kompletność i dostępność dla wszystkich badanych obiektów w latach 2009–2013.

The aim of this paper is to define the relationship between the level of human potential and economic efficiency of companies in different voivodeships. For the purpose of this paper, a synthetic indicator was constructed to evaluate the economic efficiency of companies as well as a synthetic indicator of human potential in a region, based on previously selected set of diagnostic variables. All 16 Polish voivodeships were included in the research. The TOPSIS method, Ward’s method and the PAM method were used in the research to classify different voivodeships. Moreover, correlation analysis and spatial autocorrelation analysis were carried out. The main criterion when selecting variables was their completeness and their accessibility for all objects in the research between the year 2009 and 2013.

Achieving high competitiveness of Ukraine and ensuring a decent living standard is only possible if a flexible intellectual-innovation strategy development and effective mechanism for its implementation are developed. Today, the definition of strategic goals and objectives of innovative development of Ukraine becomes especially relevant. The innovation model of development should focus on instrumental support for the implementation of the intellectual potential of innovative resident enterprises. The purpose of the article is to define priority directions and improve the strategy of intellectual-innovative development of the national economy, and build an innovative development model for achieving high scientific and technical competitiveness of Ukraine. The structural and logical scheme of the research is determined, the methods of economic research used allowed to sufficiently characterize the strategy of intellectual-innovative development of the national economy on the basis of economic analysis, data comparison, and modeling. The article describes the directions, tasks, and goals of intellectual-innovative development. The dynamics of 2015-2019 scientific-technological and innovative development indicators of the national economy is analyzed. Peculiarities of innovative development and the main restraining factors of regional development are singled out. The analysis of normative-legal acts of scientific-technological and innovative development allowed the authors to single out intellectu-ally innovative vectors of the national economy development. A long-term strategy of intellectual-innovative development of Ukraine is proposed. The innovative model of development of national economy, methods, means, direct and indirect organizational-administrative and financial-credit levers of influence on innovative development of Ukraine are schematically described.

The paper proposes a reflection on the concept of educability as central core of a theory about the person and his/her education. Starting from the main coordinates of a pedagogy that identifies his object of study in the person as educable being, the author argues the importance of an interpretation of the meaning of human potential and personal aspirations. To understand in an effective and concrete way the educable characteristics of each person, should be considered the contemporary problematic context and especially the misunderstandings in which educational reflections and practices can fall when don’t consider an interpretation as close as possible to the human and existential conditions of future generations. As consequence the following keys are proposed: the difficulty of the contemporary educational context; the recovery of a new humanism in education; a pedagogical theory of person that focuses the concept of educability; the analysis of different characters of the educability; and, finally, the attention to educational dynamics to improve the interpretation of the potential and aspirations of new generations.

Artykuł podejmuje refleksję nad zagadnieniem wychowalności, widzianym jako centralny problem dla teorii osoby i jej wychowania. Wychodząc od podstawowych problemów pedagogiki, do których należy łączenie przedmiotu analiz pedagogicznych z osobą wychowanka postrzeganą jako istota wychowalna, autorka uzasadnia wagę problemu ludzkiej potencjalności dla realizacji osobowych aspiracji i dążeń każdej osoby. Celem wyjaśnienia ludzkiej wychowalności i ukazania jej znaczenia dla każdej osoby we współczesnym kontekście pedagogicznej refleksji i praktyki, Autorka podejmuje refleksję nad wybranymi aspektami ludzkiej i egzystencjalnej kondycji zwłaszcza przyszłych (nowych) pokoleń. W artykule zostały zaproponowane i podjęte następujące zagadnienia kluczowe: problemy współczesnych kontekstów edukacji; zagadnienie nowego humanizmu w edukacji; pedagogiczna teoria osoby, ukierunkowana na koncepcję wychowalności; analiza wybranych cech wychowalności i w końcu uwaga na dynamikę wychowania celem zinterpretowania potencjału i aspiracji młodych pokoleń.

The article discusses the issue of subjectivity in caring for the valuable existence of the individual. While following the ideas of Paul Tillich, I appeal for a widening of the interpretation space in pedagogical thought, by applying concepts from outside the canon’s framework. The use of Tillich’s analysis helps to affirm the autonomy of a person, with their centrality, and the right to remain unaffected by the pressure of collective conventions; this contributes to self-actualization and happiness. The examination of views by the great Protestant humanist Paul Tillich is extremely important and much needed for pedagogy, as it inspires the shaping of existential sensitivity in the course of formation and education, while taking care of individuals.

Tekst dotyczy podmiotowości w trosce o wartościową egzystencję człowieka. Unaoczniając tropy z odczytu dzieł Paula Tillicha upominam się o poszerzenie przestrzeni interpretacji w myśleniu pedagogicznym o koncepcje spoza ram ujętych jako kanoniczne. Wykorzystanie analizy prowadzonej przez Tillicha służy upomnieniu się o autonomiczność osoby mającej swoją podmiotowość i prawo do nieulegania presji konwencji zbiorowych, co sprzyja samorealizacji i szczęściu. Zmierzenie się z myślą wielkiego humanisty protestanckiego Paula Tillicha jest niezwykle istotne i potrzebne dla pedagogiki, stanowi bowiem inspirację dla kształtowania wrażliwości egzystencjalnej w toku wychowania i edukacji w trosce o człowieka.

Na przestrzeni wieków można zaobserwować radykalne zmiany w organizacji bibliotek. Rejestr czynności realizowanych we współczesnych bibliotekach oprócz procesów bibliotecznych zawiera także coraz więcej funkcji pochodzących z różnych obszarów zarządzania. Wśród wielu rozmaitych zadań realizowanych w bibliotekach nie powinno zabraknąć rozwoju potencjału zatrudnianych pracowników. Rozwój potencjału ludzkiego umożliwia osiągnięcie szeregu wymiernych korzyści zarówno dla biblioteki, jak również pracowników. Pozwala bibliotece zaktualizować oraz uzupełnić potencjał ludzki personelu adekwatnie do występujących aktualnie potrzeb. Proces rozwoju potencjału ludzkiego kreuje ponadto biblioteczną wartość naddaną. W praktyce oznaczać to będzie skuteczną mediację oraz efektowne usługi.

Some radical changes in libraries have been observed over the centuries. The repertoire of contemporary library activities contains not only library processes, but also functions connected with different fields of management. Among many tasks implemented in libraries, there also should be ones that foster development of employees. Human potential development enables achieving benefits for both the library and its employees. It also allows the library to update and supplement the human potential in accordance with the emerging needs. Moreover, the process of human potential development creates added value of a library. In practice, it leads to efficient mediation and services.
