The environment in which modern cities function is dynamic in terms of demographic changes. International population migration is a common phenomenon and generates new challenges for city authorities. Taking this phenomenon into consideration in public policies and management at the local level is a prerequisite for the efficient delivery of public value to citizens. The article explains international migration in theoretical terms. The statistical data related to the topic are also presented. The social inclusion of international individuals and their integration into the local community is emphasized. In the last part of the article, the author presents the city of Lodz’s activities in the indicated scope.

Otoczenie, w jakim funkcjonują współczesne miast jest dynamiczne, także w zakresie zmian o charakterze demograficznym. Międzynarodowe migracje ludności stały się zjawiskiem powszechnym i generują nowe wyzwania dla włodarzy miast. Uwzględnienie tego fenomenu w politykach publicznych i zarządzaniu na poziomie lokalnym jest warunkiem sprawnego dostarczania wartości publicznej dla obywateli. Artykuł przedstawia problematykę migracji międzynarodowych w ujęciu teoretycznym. Przedstawiono także niezbędne z punktu widzenia tematu artykułu dane statystyczne. Nacisk został położony na rolę włączenia społecznego cudzoziemców, ich integracji w społeczności lokalnej. W ostatniej części artykułu Autorka prezentuje działania miasta Łodzi we wskazanym zakresie.
