The purpose of the Computer Security Incident Response Teams is to ensure a coherent and complete system of risk management at the national level and, therefore, they have been obliged to perform tasks to counter cybersecurity threats of cross-sectoral and cross-border nature, as well as to ensure coordination of handling of reported incidents, i.e. events that have or may harm cybersecurity.

The lawmakers have imposed a number of obligations on public entities within the national cybersecurity system to ensure that information systems are resilient against actions which compromise the confidentiality, integrity, accessibility, and authenticity of the data being processed in these systems, or the related services provided by such systems. These obligations include incident reporting and handling by the appropriate public entities, and designating contact persons to communicate with national cybersecurity system entities. However, they do not apply to all public bodies – only those specifically named by the lawmakers. An important spectrum of measures in this regard involves public-entity incidents, i.e. occurrences which impair, or might impair, the quality of, or disrupt the performance of, a public function by a public entity. When fulfilling their obligations, it is particularly important for public entities to handle incidents, understood as taking measures to identify, register, analyse, classify, prioritise, contain, and remedy the incidents.

The maritime system operates non-stop, by the workers who operate, sleep, eat and live 24/7 in noisy, dynamic and stressful environment. Irregular and extended shifts are not unusual for the workers aboard. The final result of the extended shifts is fatigue, represented by the symptoms such as drowsiness, irritability, reduced alertness, lack of concentration and memory, depression and headaches. Lack of sleep or rest can impair the cognitive skills, slows down the reaction times and makes it difficult to concentrate. Proving fatigue as the cause of the maritime accident can be a challenging task. So, the method of investigation the fatigue in the terms of maritime transport has to be used. This paper provides a recommendation for the process of investigation and assessing of the causal factors, such as human factor, especially the fatigue. The preventive measures how to avoid the fatigue aboard the vessel are also given.

The purpose of this research is to identify stress factors in flying personnel. The introduction of the article deals with the theoretical basis of the problem researched. In the following part the authors, using a questionnaire with a selected sample of pilots, investigate and identify stressors that affect their work and lives as well as stressors affecting their flight. Then they discuss the individual stress response factors and compare the results of the questionnaire with what is reported in the professional literature.

The number, magnitude, sophistication, frequency and impact of incidents are increasing and present a major threat to the functioning of network and information systems. As a result, incidents can impede the pursuit of economic activities in the internal market, generate financial loss and cause significant damage to the Union’s economy and society. Therefore, effectiveness in cybersecurity is becoming increasingly vital for the proper functioning of the internal market. On December 14, 2022, the EU legislator adopted a directive on measures for a high common level of cybersecurity across the Union, called the NIS 2 Directive. The new NIS 2 directive aimed to lay down mechanisms for effective cooperation among the responsible authorities in each Member State and to update the list of sectors and activities subject to cybersecurity obligations. The article reviews the entities involved in the policy of ensuring the security of network and information systems in the light of the NIS 2 directive.

The supply chain formula based on strict close interdependence between all its elements causes the smallest disturbance in one of the links to menace the whole supply chain, which is why it is so important for the participants to identify the weakest links of the supply chain and indicating, through complex analysis, potential situations threatening the realization of the whole process; this is possible by respecting unified criteria of proceeding both on domestic and regional level, and on global scale. Safety management in the supply chain is a process aimed at determining areas menacing its proper functioning. An element of this process is undertaking suitable activities, using proper means to eliminate risk or minimise the consequences of its occurrence. Along with economic development increased risk can be observed, as well as qualitative changes in the character of appearing threats transposed from previous well recognizable, mainly fate kind of risks, to categories pertaining to the conditions of activities and process realization. What is important, in the case of hybrid supply network, the threat bound with conduct of activity exceeds the framework of a single enterprise. As a consequence, the appearance of risk in any link or stage of process realization significantly affects the whole supply chain. The article presents guidelines aimed at ensuring the continuity of the functioning of certain processes, the assumed level by providing the resources and commitment of top management, the critical parameters identified and proposed solutions dealing with crisis situation. It was noted that an appropriate response to this situation depends not only on the availability of information about the incident, but also awareness and competence of employees. Modern hybrid form characterized by high complexity of the organizational, structural and task require all participants in the supply chain of involvement in the process and creating a positive image. Effective management of multi-level logistic network can not be confined only to the traditional and well-knows methods but requires uncommon merger holistic solution.

Artykuł jest poświęcony analizie składniowo-semantycznej czasownika przydarzyć się. Na początku poddano obserwacji konteksty użycia tytułowego czasownika oraz układy proporcjonalne, w których skład on wchodzi. Następnie, po wyodrębnieniu właściwej jednostki języka konstytuowanej przez dany czasownik, przebadany został negatywny materiał językowy, w tym zdania testowe zawierające sprzeczność. Operacja kontrastowania eliminacyjnego z kolei pozwoliła odsłonić wzajemne uporządkowanie składników tematycznych i rematycznych w rozpatrywanych zdaniach. Wymienione procedury badawcze umożliwiły rekonstrukcję struktury semantycznej czasownika przydarzyć się. Wyniki analizy przedstawiono w formie eksplikacji jego znaczenia.

The article is devoted to the syntactic-semantic analysis of the verb przydarzyć się ‘to happen’. In the beginning, the contexts of use of the verb, as well as the proportional patterns in which it can be included were scrutinised. Then, after extracting the relevant language unit constituted by the verb, negative linguistic material, including test sentences containing a contradiction, was analysed. The elimination contrast test, in turn, revealed the mutual arrangement of the thematic and rhematic elements in the sentences under consideration. The aforementioned research procedures made it possible to reconstruct the semantic structure of the verb przydarzyć się. The results of the analysis are presented in the form of an explication of its meaning.

The article presents the basic knowledge of extraordinary threats to people and the environment. Generally speaking, it is a group of threats most often appearing in the macro and micro human environment and affecting an individual’s security. They are classified in catalogues of risks that infringe ecological and general safety. Effective counteraction to these threats is possible by identifying their sources, determining the probability of their occurrence, estimating the risk and consequences for people and the environment involved. Basic knowledge in this area is necessary to be able to cope with it, as it allows for counteracting threats effectively, also through social education. This education is a pillar and a manifestation of care for the safety of both man and the environment in which he lives.

W artykule przedstawiono podstawową wiedzę na temat nadzwyczajnych zagrożeń dla ludzi i środowiska. Ogólnie rzecz biorąc, jest to grupa zagrożeń najczęściej pojawiających się w środowisku makro- i mikroludzi oraz wpływających na bezpieczeństwo. Są sklasyfikowane w katalogach zagrożeń, które naruszają bezpieczeństwo ekologiczne i ogólne. Skuteczne przeciwdziałanie tym zagrożeniom jest możliwe poprzez określenie ich źródeł, określenie prawdopodobieństwa ich wystąpienia, oszacowanie ryzyka i konsekwencji dla ludzi i środowiska. Podstawowa wiedza w tym zakresie jest konieczna, aby móc sobie z tym poradzić, ponieważ pozwala skutecznie przeciwdziałać zagrożeniom, w tym poprzez edukację społeczną. Ta edukacja jest filarem i przejawem dbałości o bezpieczeństwo zarówno człowieka, jak i środowiska, w którym żyje.

Artykuł prezentuje założenie incydentologii, czyli takiego programu refleksji i badań nad ponowoczesnością, w centrum którego znajduje się spostrzeżenie o normalności i powszechności nagłych oraz zaskakujących epizodów, i to dodatkowo występujących w roli podstawowych czynników organizujących życie społeczne. Zdarzenia tego rodzaju, dawniej marginalne, dziś uzyskują nowy status przede wszystkim ze względu na rosnącą złożoność współczesnej rzeczywistości, która z kolei czyni emergencję jednym z najważniejszych procesów ładotwórczych. Ważnym aspektem artykułu jest również próba pokazania, z jakich powodów „normalizacja” incydentu napotyka na opór tak w myśleniu potocznym, w działaniach państwa, jak i w naukowej refleksji nad życiem społecznym. Źródeł tego oporu poszukuję przede wszystkim w trwałości, wypracowanych przez nowoczesność, schematów rozumienia i wyjaśniania rzeczywistości.

The article presents the assumptions of incidentology, a program of reflection and research on late-modernity which focuses on the normality and universality of sudden and surprising episodes and considers them the main factors organizing social life.. Events of this kind, formerly marginal, now obtain the new status primarily due to the increasing complexity of contemporary reality, which in its turn makes the emergence one of the most important order-making processes. An important feature of the article is an attempt to demonstrate the reasons why the „normalization” of the incident encounters opposition in popular thinking, in the practices of the state and in the scholarly reflection on social life. It is claimed that the sources of this resistance lay in the durability of the schemes of understanding and explaining social life developed by modernity.
