Niniejszy artykuł wpisuje się w zidentyfikowaną niszę poznawczą dotyczącą spojrzenia na zadłużenie sektora publicznego poprzez pryzmat przychodów i rozchodów jednostek samorządu terytorialnego. W wymiarze praktycznym opracowanie stanowi kompendium, które może zostać wykorzystane w kształtowaniu polityki publicznej uwzględniającej wszystkie poziomy decyzyjne, w tym organizację państwa oraz redystrybucję i alokację środków publicznych. Przeprowadzone badanie, mające charakter ilościowy, zostało oparte na danych Ministerstwa Finansów, obejmujących szeregi czasowe sięgające 1999 roku. Relacyjno-wskaźnikowa analiza, wykorzystująca miary położenia, dynamiki oraz korelacji, została osadzona w układzie: gmina, powiat, miasto, województwo.

This study concerns the public sector debt in the scope of revenues and expenditures of local government units. The study is a compendium that can be used in shaping public policy taking into account all decision-making levels, including state organization, redistribution and allocation of public funds. The research, which has a quantitative character, was based on data of the Ministry of Finance covering the time series up to 1999. The relational-indicative analysis, using the measures of location, dynamics and correlation, was embedded in the system: commune, poviat, city, province.
