The secret service and manipulation are connected. This is relevant to state security and defense. The intelligence and counterintelligence services play a pioneering role in these sectors of functioning. Each of them affects the opponent in terms of their activities. This influence requires knowledge, skills and the participation of agentry – which performs many complex tasks to distort the enemy’s information – in addition to other staff resources. Especially important is the impact agentry because of its capabilities. It is in an operational interest environment and is a participant in the decision-making process related to the state security.

The article discusses the problem of disrupting access to relevant information on the home pages of selected public institutions. It was presented in the context of the use of the information architect’s workshop by the designers of these websites. It was recognized that information distortions may arise as a result of the conscious operation of the web designer. It can also be a source of unintended distortion of information resulting from lack of competence and professionalism. The aim of the article is to reflect on the problem of information manipulation at the stage of creating electronic sources of information and show the relationship between web designing and shaping the desired image of a public institution and relations with the local community. The article is based on the analysis of selected websites addressed to the inhabitants of the Suski poviat.

W artykule poruszono problem zakłócenia dostępu do relewantnych informacji na stronach domowych wybranych instytucji publicznych. Przedstawiono go w kontekście wykorzystania przez projektantów tych stron warsztatu architekta informacji. Uznano, że zniekształcenia informacji mogą powstawać w wyniku świadomego działania projektanta stron www. Może być on także źródłem niezamierzonego zniekształcania informacji, będącego skutkiem braku kompetencji i profesjonalizmu. Celem artykułu jest refleksja nad problemem manipulacji informacją na etapie tworzenia elektronicznych źródeł informacji i ukazanie związku pomiędzy projektowaniem stron internetowych a kształtowaniem pożądanego wizerunku instytucji publicznej i relacji ze społecznością lokalną. W artykule oparto się na analizie wybranych stron www adresowanych do mieszkańców powiatu suskiego.
