Analysis of Legislative Supply of Informational and Informational– Analytical Activities of National Police of Ukraine

In the article a number of Laws of Ukraine are analysed, which are the basis for the development of sub-normative legal acts in the field of informational and informational–analytical activities of the National Police of Ukraine, in order to establish a connection between the legal norms and the social relations that are regulated. It is accordingly one of the aspects that will contribute to achieving the highest possible level of law and order in society. As a result of the research, the underlying Laws and Derivatives (Laws based on the fundamental and specific provisions) in this area have been identified. It is proven that realisation and strict observance of the considered legislative norms in the field of informational and informational–analytical support of the activities of the National Police of Ukraine will help to bring the standards of this type of activity to the relevant standards of law enforcement bodies of European states, to ensure effective interaction between separate units of both the National Police of Ukraine, and between the National Police and other law enforcement agencies of Ukraine and European states, and it will also help to build the trust of the European community in the activities of the National Police, which is an extremely important criterion for assessing the activities of law enforcement agencies in Ukraine.

The purpose of the article is to establish and research the features of space state information policy, which requires the following research tasks to be revealed: to determine the place and role of information policy in the structure of state policy and to establish the dependence of the state's information policy on the development of the space industry and to determine the features of the information policy of the USA as a space state. The USA forms its information policy based on knowledge of the use of advanced technologies, including information technologies, in the space industry. Knowing about the threats of their use, the state warns the population by regulating information activities. Therefore, the information policy of a space state is more developed than that of non-space states. An analysis of the relationship between the state of information policy and the state of the US space industry indicates that the development of one area aects the other. Therefore, in order to implement an eective information policy, both areas should be developed.

The identification and correct organization of information processes is a key success factor for many organizations. A lot of space has been devoted to this issue in relation to businesses, while it is only treated marginally in relation to the activities of non-profit organizations. The above conclusions, resulting from the literature research, determined the purpose of the article, namely the identification of process stakeholders and the characterization of information resources necessary for these stakeholders. The article analyses the scope of the information impact of the processes and the information needs of stakeholders in a non-profit organization using the example of the activities of a student organization, i.e. the Student Government at the University of Economics in Wrocław. The research tools included an in-depth analysis of the literature, analysis of information solutions in the field of non-profit organizations, participant observation as well as many years of experience on the part of the authors, resulting from cooperation in the management of a student organization, i.e. the Student Government at the University of Economics in Wroclaw.

Identyfikacja i poprawna organizacja procesów informacyjnych stanowią dla wielu organizacji kluczowy czynnik sukcesu. Temu zagadnieniu poświęca się wiele miejsca w odniesieniu do przedsiębiorstw, jest ono jednak marginalnie traktowane w odniesieniu do działalności organizacji non profit. Wnioski z badań literaturowych zdeterminowały cel artykułu, który stanowią identyfikacja interesariuszy procesów oraz charakterystyka zasobów informacyjnych niezbędnych dla tych interesariuszy. W artykule przeprowadzono analizę oddziaływania informacyjnego procesów i potrzeb informacyjnych interesariuszy procesów w organizacji non profit na przykładzie działalności organizacji studenckiej, jaką jest Samorząd Studentów Uniwersytetu Ekonomicznego we Wrocławiu. Jako narzędzia badawcze zastosowano pogłębioną analizę literatury, analizę rozwiązań informacyjnych w obszarze organizacji non profit, obserwację współuczestniczącą i wieloletnie doświadczenie autora artykułu ze współpracy w ramach zarządzania z omawianą organizacją studencką.

Kyrgyzstan will hold regular parliamentary elections in 2020. Kyrgyz mass media took an active part in almost all previous election campaigns. On the one hand, state mass media acted as an administrative resource. The airtime area of the KRTRC (Public Television and Radio Broadcasting Corporation of the Kyrgyz Republic), state newspapers Kyrgyz Tuusu, Slovo Kyrgyzstana, Erkin-Too and others mainly served to voice and approve candidates, parties lobbied by the ruling power. On the other hand, activities of various political actors and private media are the basis of mosaic of information space in Kyrgyzstan. Political technologists, who see the media as one of the effective mechanisms of influence and public opinion formation, interact closely with them, setting the tone necessary for the client. All these political and information processes led to the fact that in 2005 a multiparty parliament was elected, citizens were politicized and the development of social networks continues to periodically change the mosaic of the media picture of the country. This is especially intensified, as it has already been noted, on the eve of the elections. However, the relative freedom of the mass media, the possibility of confrontation between different political actors, the use of political technologies, in the absence of a clear state position and ideology do not increase the level of civic activity.

В Кыргызстане в 2020 году состоятся очередные парламентские выборы. Практически во всех предыдущих предвыборных кампаниях СМИ Кыргызстана принимали в ней активное участие. С одной стороны, государственные СМИ выполняли роль административного ресурса. Площадка эфирного времени ОТРК КР (Общественная телерадиовещательная корпорация Кыргызской Республики), государственных газет «Кыргыз Туусу», «Слово Кыргызстана», «Эркин-Тоо» и других в основном служили для озвучивания и одобрения кандидатов, партий, лоббируемых правящей властью. С другой стороны, деятельность, принадлежащих различным политическим акторам, частных СМИ являются основой мозаики информационного пространства Кыргызстана. Политтехнологи, которые рассматривают СМИ как один из действенных механизмов влияния и формирования общественного мнения взаимодействуют с ними тесно, задавая им тон, необходимый для заказчика. Все эти политические, информационные процессы привели к тому, что в 2005 году был избран многопартийный парламент, граждане политизированы, а развитие соцсетей продолжают периодически менять мозаику медийной картины страны. Особенно это активизируется, как уже было отмечено, в преддверии выборов. Однако, относительная свобода масс-медиа, возможность противоборства различных политических сил, использование политтехнологий, при отсутствии четкой государственной позиции и идеологии не повышают уровень гражданской активности.

Artykuł poświęcony jest badaniu definicji „zasobów informacyjnych” oraz opracowywaniu propozycji ich konsolidacji legislacyjnej. Analiza aktualnych przepisów Ukrainy regulujących public relations w sferze informacyjnej oraz wyniki badań na ten temat naukowców z różnych dziedzin wiedzy wykazały, że obecnie na poziomie legislacyjnym brak jest jednoznacznej interpretacji tej definicji, co stwarza przesłanki do niejasności interpretacyjnych i praktycznego zastosowania. Z wielu powodów brakuje jednomyślności w podejściu do sformułowania ujednoliconej definicji „zasobów informacyjnych” należy rozpatrywać w kontekście określonego obszaru działalności publicznej. W oparciu o to podejście proponuje się nowelizację podstawowego dokumentu normatywnego określającego public relations w sferze informacyjnej na Ukrainie – ustawy ukraińskiej „O informacji”, a także głównego dokumentu normatywnego regulującego działalność informacyjną w Policji Państwowej – ustawy Ukrainy „O policji narodowej”.

The article focuses on studying the definitions of “information technologies” and aims to elaborate on the proposal concerning its legislative consolidation. The analysis of actual regulations in Ukraine, which determine the public relations in the sphere of information, as well as the state of research on this problem by other scholars, have shown the following: (1) currently, there is no unambiguous interpretation of this definition at the legislative level, which creates the preconditions for ambiguous interpretation and practical application of this concept in the legal field; (2) for several reasons, there exists a noticeable lack of a unanimous approach to unifying the definitions of “information resources.” This study offers to rely on an approach according to which the definition of “information resources” is considered in the context of a particular area of social activities. Based on this approach, it is offered to amend the basic normative legal document that defines public relations in the information sphere in Ukraine, i.e., the Law of Ukraine “On Information,” as well as the main legal instrument that regulates information activities in the National Police of Ukraine, that is the Law of Ukraine “On the National Police.”

Uwzględniono cechy funkcjonowania systemów elektronicznej wymiany danych i systemów informacyjnych przedsiębiorstwa. Zaproponowane są etapy pracy przy wyborze systemu informacyjnego dla przedsiębiorstwa i jego wdrożenia. Została przeanalizowana rola analitycznej sprawozdawczości działalności gospodarczej w zarządzaniu przedsiębiorstwem. Określono główne perspektywy rozwoju technologii informacyjnych w zarządzaniu przedsiębiorstwem.
