Sztuka wyszukiwania w Internecie – autorski przegląd wybranych technik i narzędzi

The text consists of two parts. The first analyzed the internet search techniques – in a general heuristic sense and detailed i.e. specific techniques belonging to the family of query languages – so called operators (logical operators, localization operators, operators for communication channels in social media, chronometric operators, search operators in the content of the www and search operators for specific types of content). Their main function is to clarify search queries. The second part of the text contains a review and analysis of selected internet exploration tools – search engines (global search engines, search engines focusing on user privacy, metasearch engines and multisearch engines, regional search engines and catalogues, people search engines, search engines of gray literature and internet archives). Preview is not exhaustive or deepened, it serves rather the initial orientation of those interested in the search engine universe.

Jedną z cech współczesnego społeczeństwa jest coraz szersze i powszechniejsze posługiwanie się technologiami informatycznymi. Wymusza to także na administracji publicznej uwzględnienie w swoich metodach pracy i procedurach korzystanie z elektronicznych środków komunikacji. Stąd też ta część administracji, której funkcjonowanie związane jest z wykorzystaniem informatyki, określana jest mianem elektronicznej administracji. Utożsamiana jest z ona z administracją nowoczesną, tanią, szybką i niosącą oszczędność czasu i kosztów. Jest to administracja, która realizuje swoje zadania za pośrednictwem Internetu, a wymiernym tego dowodem jest choćby Elektroniczna Platforma Usług Administracji Publicznej (platforma ePUAP).

One of the features of modern society is wider and more popular employment of information technologies. This forces also the public authorities to include in their working methods, procedures the use of electronic means of communication. Therefore, this part of the administration, whose functioning is related to the use of information technology, is referred as e-government. It is identified with a modern, cost-effective, fast, time and cost savings administration. This is an administration which carries out its tasks through the Internet, and a tangible proof of this is for example Electronic Platform of Public Administration Services (ePUAP platform).

An article presents selected theoretical and empirical aspects of functioning information in social and economical dimensions of contemporary democratic political systems. Quantitative and qualitative levels of analysis were highlighted. New developmental forms of the information society were the object of consideration. Some skills related to the use of information and communication technologies were presented. The labour market’s situation in the digital economy was include in the analysis. Profession of the information broker was used as an empirical example of that situation. Lastly, a sequential model of information broker’s activity was proposed.

Wytwarzanie i proliferacja informacji w Internecie zyskała kluczowe znaczenie we współczesnej polityce lokalnej, narodowej, regionalnej i globalnej. Jednocześnie obserwuje się intensyfikację negatywnych zjawisk w tym obszarze – pojęcia takie jak fake news, astroturfing, sockpuppet, troll stały się trwale obecne we współczesnym globalnym krajobrazie politycznym, dyskurs zaś w tej sferze coraz częściej można interpretować w kategoriach walk, a nawet wojen informacyjnych. Koszty fabrykowania fałszywych przekazów są znikome, a rozpowszechnianie informacji łatwe i tanie, co generuje pokusę dla rozmaitych podmiotów pragnących oddziaływać na procesy polityczne. Szczególne znaczenie ma to w reżimach, gdzie opinia publiczna stanowi podmiot gry politycznej władny oddziaływać na decyzje polityczne. Ziszcza się Tofflerowska wizja zmiany władzy – do klasycznej diady czynników konstytuujących władzę polityczną, to jest siły militarnej i ekonomicznej, dołącza trzeci – informacja.

The purpose of the article is to show the socio-cultural changes affecting education. Based on the analysis of domestic and foreign literature, the issues of emancipation, the model of civilization, the identity of the individual, time and space, as well as work and interpersonal relations are shown. They are relevant to educational activities aimed at shaping a student ready to function in a constantly changing reality. The epercussions of socio-cultural changes make it necessary for students to be able to form their own identity and to develop a sense of civic identity, to be accepted, to have the opportunity to externalize their own values, to seek and discover their own individuality. In the course of education, a student should be prepared to overcome imposed limitations, and eventually improve the reality in which he has come to live. All this requires constant activity, lifelong learning and conscious self-improvement.

Celem artykułu jest ukazanie zmian społeczno-kulturowych oddziałujących na edukację. Na podstawie analizy literatury rodzimej i zagranicznej przybliżono zagadnienia emancypacji, modelu cywilizacji, tożsamości jednostki, czasu i przestrzeni oraz pracy i relacji interpersonalnych. Mają one znaczenie na działania edukacyjne zmierzające do kształtowania ucznia gotowego do funkcjonowania w nieustannie zmieniającej się rzeczywistości. Następstwa zmian społeczno-kulturowych sprawiły, że uczeń w szkole powinien mieć możliwość kształtowania własnej tożsamości oraz kształtowania poczucia tożsamości obywatelskiej, być akceptowany, mieć możliwość uzewnętrzniania własnych wartości, poszukiwania i odkrywania własnej odrębności. W trakcie edukacji powinien być przygotowywany do pokonywania narzucanych ograniczeń, podejmowania walki ulepszania rzeczywistości, w której przyszło mu żyć. Wszystko to wymaga od niego nieustannej aktywności, uczenia się przez całe życie i świadomej pracy nad samym sobą
