The information and communication society is becoming increasingly important due to the growing demands of civilization, which are entailed by the process of globalization. Currently, we are witnessing the development of e-services in public administration in Poland, in response to the strategy of informatization. Thus, the objective of this paper is to indicate the way an information and communication society can develop by the introduction of electronic public services. Based on research conducted in the Zabierzów Commune, an attempt is made to establish the level of the introduction of e-services at a local level.

Społeczeństwo informacyjno-komunikacyjne zyskuje coraz bardziej na znaczeniu z powodu rosnących wymagań cywilizacyjnych, które niesie za sobą proces globalizacji. W dzisiejszych czasach, w odpowiedzi na strategię informatyzacji, obserwowalny jest rozwój e-usług w administracji publicznej w Polsce. W artykule podjęta została próba ukazania rozwoju społeczeństwo informacyjno-komunikacyjnego poprzez wprowadzanie elektronicznych usług publicznych. Na podstawie badań, przeprowadzonych w podkrakowskiej gminie Zabierzów, szukano odpowiedzi na pytanie w jakim stopniu wprowadzane są usługi na szczeblu lokalnym.

This paper looks at the issue of IT systems migration as well as problems related to security policy in migration processes. Problem of migration is viewed in a broad context of changes which occur during construction or modernization of an IT system. Migration projects were classified against the background of wide spectrum of informatization strategy issues and sources of threats to information security were pointed out. Also, guidelines for improvement of security in migration process were presented.
