In the article the current state of the Georgian NIS is shown with the identification and characterization of its still few components, then the priorities for its formation are outlined and justified in the context of the following constituent blocks: the blocks for ensuring the state innovation policy, innovation, the scientific-research sector, technology transfer organizations and other elements of innovation infrastructure, the system of cooperation with international innovation environment, innovation financing unit, training unit, unit to support projects implemented by donors, the block to support innovation development of agriculture. Prezentowany artykuł przedstawia wyniki badań nad zastosowaniem metod input-output do identyfikacji klastrów innowacyjnych w warunkach dyfuzji krajowych zasobów wiedzy. Analizę przeprowadzono na szczeblu gałęzi polskiej gospodarki (mezo-klastry), dla trzech lat: 2000, 2005 i 2010. Identyfikacja klastrów była możliwa dzięki skonstruowanym na potrzeby badania macierzom przepływu innowacji, ucieleśnionych w produktach pośrednich pochodzenia krajowego. Uzyskane wyniki wskazują, że w badanych latach obserwuje się coraz silniejsze zależności między gałęziami w procesie przepływu wiedzy. Głównymi dostarczycielami krajowych innowacji dla innych gałęzi są działalności zaliczane do dziedzin wysokich i średnio wysokich technologii. Z zasobów tych korzystają zarówno one same, jak i branże zaliczane do sfery usług.

This article presents the results of research on the application of input-output methods to identify innovation clusters based on the process of domestic knowledge diffusion. The analysis was conducted at sectoral level of the Polish economy (meso-clusters), for the three years: 2000, 2005 and 2010. The identification of clusters was based on the constructed innovation flows matrices. The results indicate that in the tested period the relationship between the branches in the process of knowledge flow is getting stronger. The main providers of domestic innovation for other sectors are the high and medium-high technology manufacturing industries. The benefits also spill over to other branches, including services.
