„Gazeta Wyborcza” is considered to be one of the most influential and opinion-generating Polish newspapers. Since its inception, it regularly publish-es articles on topics closely related to the Church. During the Jubilee of the Year 2000 „Gazeta Wyborcza” published 677 texts on the Church, its pastoral leaders and faithful, texts broaching issues of ethics and Christian morality. The vision of Christian morality created by „Gazeta Wyborcza” is incompatible with the interpretation of the Magisterium of the Church. The journalists take up a fight with the Church – a teacher of Christian ethical principles, especially through the use of deliberate demoralization. According to the columnists, the most respected value should be tolerance. However, this „tolerance” is – in the opinion of the journalʼs editors – an abandonment of the defence of their professed principles, as well as not giving their view point concerning good and evil. In „Gazeta Wyborcza” we find praise for a culture that believes that in vitro fertilization, abortion and euthanasia are a sign of progress and a triumph of freedom. In the Year 2000, the journalists of „Gazeta Wyborcza” devoted many publications to propagating homosexual attitudes.

The article takes the problem up concerning the adoption of the doctrine of the Second Vatican Council about instruments of social communication in polish synodal legislation until 1983. In the first part of the article there is presented decree Inter mirifica and six another documents of the Second Vatican Council which treat of using the utilities. In the second part, the Author showed the adoption of the Council on the instruments of social communication in the First Synod of Province of Kraków, Synod of Diocese of Włocławek, Synod of Archdiocese of Poznań, the Second Synod of Diocese of Gdańsk, the Third Synod of Archdiocese of Warszawa, the First Synod of Diocese of Katowice, Pastoral Synod of Archdiocese of Kraków and the Second Synod of Archdiocese of Gniezno. Research showed that polish synodal legislation until 1983 paid attention to: the right of the Church to possess and use of the instruments of social communication, to from a proper media reception, the need for the involvement of the pastors of the Church and the lay Christian faithful in establishing and supporting Catholic media, receivers’ protection against negative impact of the instruments of social communication, the need for using media in deepening missionary issue, necessity of supporting and developing of Catholic press, participate in forming and disseminating of proper public opinion, natural right to information and freedom in disseminating of it, rules of taking photographs and filming during performing liturgical actions, dominance of moral principles in media opinion and responsibility of the pastors of the Church for the development of the instruments of social communication.

Z woli Jezusa Chrystusa posłannictwem Kościoła jest ewangelizacja. Stanowi ona podstawę do wyznaczenia ogólnych zadań mediów, którymi są: 1) promocja godności człowieka i 2) głoszenie prawdy oraz demaskowanie zła. Łącząc socjologiczne rozumienie środków społecznego przekazu jako władzy z teologicznymi przesłankami sprawowania władzy w Kościele, która ma być służbą, można sformułować szczegółowe zadania mediów, jako różnych rodzajów służby spełnianej: 1) wobec ludzi i kultur, 2) w dialogu ze światem, 3) wobec wspólnoty ludzkiej i postępu społecznego, 4) wobec wspólnoty kościelnej i 5) wobec nowej ewangelizacji.

By the will of Jesus Christ, the evangelization is the mission of the Church. It is the basis for designation the general tasks, which are: 1) the promotion of human dignity and 2) the proclamation of the truth and exposing the evil. Connecting a sociological understanding the instruments of social communication as a power, with a theological reasons of the exercise of power in the Church, which has to be the service, the specific tasks of the media can be formulated as a different types of service: 1) to the people and cultures; 2) in dialogue with the world; 3) to the human community and the social progress; 4) to the Church community and 5) to the new evangelization.

The article takes the problem up concerning the adoption of norms of the Code of Canon Law of 1983 concerning the competences of the pastors of the Church for instruments of social communication in directory Apostolorum Successores. In the first part, on the basis of the Code of John Paul II, there were presented following duties and rights of the pastors of the Church: teaching the Christian faithful about the duty to cooperate in using the media, watching over the faith and morals, preparing the norms concerning transfer Christian doctrine by the instruments of social communication and the application of administrative or penal sanctions. In the second part there was indicated that Congregation for Bishops includes in directory 17 norms on the pastoral office of bishops in the field of the instruments of social communication. In 6 of them i.e. 30, 100a, 139, 140, 141 and 142 the adoption of norms of the Code is visible. The authors of the document were founded on can.: 772 § 2, 747 § 1, 822 § 1, 823, 824-827, 830, 831 § 2.

With the advent of a new medium which became the film and the spread of the cinematography all around the world, in the Church there was an increase of awareness and the need to take an interest in new technologies and to create within the framework of the Holy See the institutional protection of worshippers against the harmful impact of inappropriate content, as well as to propagate the useful content. For this purpose, over the years the special institutions were created, which in the structure of the Roman Curia were directly engaged in the media issues. Initially this task was undertaken by the Pontifical Commission, which for several years was subject to constant change (from 1948 to 1964), while from 1964 till 2015 we had to deal with the activities of the Pontifical Council for Social Communications. The last reformatory accent in this field is the appointment by Pope Francis on the 27th of June 2015 the Secretariat for Communication. Like the preceding institutions of social communication, it still has to collaborate in the area of the social communication with the Secretariat of State, uniting together all the media institutions of the Holy See.

Wraz z pojawieniem się nowego środka przekazu jakim stał się film i upowszechnieniem się na świecie kinematografii, w Kościele wzrastała świadomość  i potrzeba zainteresowania się nowymi technologiami oraz stworzenia w ramach struktur Stolicy Apostolskiej instytucjonalnej ochrony wiernych przed szkodliwym wpływem niewłaściwych treści, a także w celu propagowania treści pożytecznych. W tym celu na przestrzeni lat tworzono specjalne instytucje, które w strukturach Kurii Rzymskiej zajmowały się wprost problematyką mediów. Początkowo zadanie to podejmowała Papieska Komisja, która przez kilkanaście lat podlegała ciągłym modyfikacjom (od 1948 roku do 1964 roku), natomiast od 1964 roku do roku 2015 mieliśmy do czynienia z działaniami Papieskiej Rady Środków Społecznego Przekazu. Ostatnim reformatorskim akcentem na tym polu, jest powołanie przez Papieża Franciszka 27 czerwca 2015 roku Sekretariatu do spraw Komunikacji. Podobnie jak poprzedzające go instytucje do spraw komunikacji społecznej, w dalszym ciągu ma on współpracować w dziedzinie środków komunikacji społecznej z Sekretariatem Stanu, jednocząc w sobie wszystkie instytucje medialne Stolicy Apostolskiej.
