Celem artykułu jest próba przedstawienia istoty i znaczenia polityki proeksportowej w świetle teorii handlu zagranicznego i jej instrumentów. Polityka proeksportowa stanowi odmianę polityki gospodarczej o interwencjonistycznym oddziaływaniu, a także jest jednym z elementów polityki handlowej. Poprzez wspieranie eksportu oddziałuje na wzrost gospodarczy kraju. Stosowanie polityki proeksportowej wiąże się więc z pełnym otwarciem gospodarki na wymianę z zagranicą towarami i usługami oraz zastosowaniem wielu instrumentów wsparcia eksportu. W polityce proeksportowej wykorzystywane są instrumenty wsparcia zarówno z zakresu polityki gospodarczej, jak i polityki handlowej. Polityka proeksportowa oddziałuje na wzrost konkurencyjności, wymuszając specjalizację oraz rozwój najbardziej efektywnych sektorów gospodarki kraju. Teorie handlu międzynarodowego wskazują na silne powiązanie pomiędzy wzrostem eksportu a wzrostem dobrobytu w danym kraju i poprawą konkurencyjności na arenie międzynarodowej.

The article discusses the nature and significance of pro-export policy and its instruments. Pro-export policy is a variation of economic policy with interventionist influence, and is one of the elements of trade policy. By supporting exports, it affects the country’s economic growth. The application of pro-export policy is connected with the full opening of the economy to the exchange of goods and services with foreign countries and the application of many export support instruments. Pro-export policy affects the growth of competitiveness, forcing the specialization and development of the most effective sectors of the country’s economy. Theories of international trade point to a strong link between the growth of exports and the increase in prosperity in a given country and the improvement of international competitiveness.
