This article aims to show the HRM risk factors in the institutions of public administration. Based on the analysis of literature and the method of case study, an attempt is made to identify HRM risk factors, that arise precisely from the specificity of human resource management in such organizations. An analysis of the risk management system in the Municipality of Poznan ́ is performed. Also presented is the influence of the specific recruitment and selection tools on the reduction of HRM-related risks in the Poznan ́ Municipality.

Celem artykułu jest pokazanie czynników ryzyka personalnego w instytucjach administracji publicznej. Na podstawie analizy literatury przedmiotu oraz własnych obserwacji w ramach studium przypadku podjęto próbę określenia czynników ryzyka personalnego, które wynikają właśnie ze specyfiki zarządzania zasobami ludzkimi w organizacjach tego typu. Przeprowadzono analizę systemu zarządzania ryzykiem w praktyce Urzędu Miasta Poznania. Zaprezentowano wpływ konkretnych narzędzi rekrutacji i selekcji na zmniejszenie ryzyka personalnego w Urzędzie Miasta Poznania.
