Artykuł przedstawia wybrane zagadnienia dotyczące zbiegu tytułów ubezpieczeń społecznych i ich ewolucję od początku wprowadzenia reformy systemu ubezpieczenia społecznego w 1999 r. Wielość wprowadzonych zmian w minionym okresie skłania do refl eksji, w jaki sposób i z jakich powodów następuje rozszerzenie zakresu podmiotowego ubezpieczonych zmierzające do zagwarantowania minimalnych podstaw ubezpieczeń emerytalnego i rentowych. Częste zmiany mają negatywne skutki dla systemu ubezpieczeń. Ostatnim etapem zmian od 2016 r. jest kumulowanie przychodów z zawieranych umów cywilnoprawnych oraz oczekiwanie zwiększenia liczby ubezpieczonych, co powinno mieć wpływ na przychody ze składek, którymi dysponuje instytucja ubezpieczeniowa.

The article presents selected issues regarding the convergence of social insurance titles and their evolution from the beginning of the reform of the social insurance system in 1999. The multitude of introduced changes in the past period prompts us to refl ect on how and for what reasons the subject scope of the insured is extended to guarantee the minimum bases for pensions insurances. Frequent changes have negative consequences for the insurance system. The last stage of changes, post 2016, has seen the accumulation of revenues from concluded civil law contracts and expectations as to the increase in the number of persons insured which should have an impact on the contribution income held by the insurance institution.
