Celem opracowania jest ocena działań finansowych gmin z terenu powiatu rzeszowskiego z uwzględnieniem możliwości finansowania inwestycji. Analiza budżetu gmin pozwala określić pozycję finansową gminy. Udział wydatków inwestycyjnych w wydatkach ogółem jest również wyznacznikiem samo-dzielności finansowej, świadczącej o swobodzie gospodarowania środkami finansowymi. Należy stwierdzić, że są w powiecie rzeszowskim gminy, które systematycznie inwestują w rozwój infrastruktury, transportu, oświaty.Gminy, które charakteryzowały się najwyższymi wydatkami inwestycyjnymi, były również gminami posiadającymi najwyższy udział dochodów własnych w dochodach ogółem. Analiza wydatków inwestycyjnych w wydatkach ogółem wskazuje na rozwarstwienie jednostek samorzą-dowych. Obok gmin o dużych możliwościach inwestycyjnych (Lubenia, Kamień, Trzebownisko) są również gminy, które inwestują na poziomie znacznie niższym.

The aim of the study is to assess the financial activities of municipalities of the county Rzeszów, taking into account the investment opportunities. Budget analysis allows municipalities to determine the financial position of the municipality. The share of capital expenditure in total expenditure is also a determinant of financial independence, providing for freedom of financial management. It should be noted that in Rzeszów County municipalities, which regularly invest in infrastructure, transport, education municipalities that were characterized by the highest capital expenditure were also municipalities having the highest share of their own revenues in total reve-nues. Analysis of capital expenditure in total expenditure indicates the stratification of local gov-ernment units. In addition to municipalities with high investment opportunities (Lubenia, Kamień, Trzebownisko) there are municipalities that invest at a much lower level.
