Securing the well-being, protection of human rights and equality on the ground of age, gender, race, nationality etc along with sustainable economic development becomes the most important goal for any country. Gender differences in labor market are a problem of many countries. Being a larger demographic group, women have played a vital role in employment and economic development. Despite longstanding striving for gender equality, the inequality manifests itself in labor markets around the world. There is no common opinion on the reasons of the existence of gender differences in economic literature. After decades of research most investigators would agree that there can be no single-factor explanation for gender inequality in the labor market. One of the conventional explanations of gender gap in employment sphere includes the differences in men’s and women’s preferences in working hours due their stereotypical roles in the private and public life. This paper is focused on the study of gender feature of time allocation and its impact on the labor supply by men and women. For this purpose, based on the different types of activity, particular: income getting or in­co­me increasing promote activity, non-monetary inco­me obtain activity, income-make activity, non-income-make activity, indirect-receipts activity, the author introduces the time allocation model which includes parameters such as working time, leisure, non-working time, using time, free time and time for satisfying an individual’s physiological needs. For the attribution of different types of practice to certain kinds of activity the “principle of dominant purpose of activity” was offered. According to given time allocation model, the  pattern of features of labor supply by men and women is offered in the This article presents the structural changes of the Polish labour market that took place between 2006 and 2019. In the first part, we describe how the unemployment rate and the labour force participation rate in Poland have changed over the years. Then we discuss technological change, demographic change and shrinking labour supply. In the second part, we focus on the demand side of the labour market and describe the changes in the structure of enterprises and wages that occurred during the covered period. Although the situation on the Polish labour market at the beginning of 2020 was one of the best in the European Union, we point out that the recent years of good economic conditions can be considered as insufficiently used. The most important barriers to be faced by the Polish economy in the coming years include the decreasing labour supply and the lack of employees with appropriate skills. The demographic problems of the Polish labour market will become more severe in the future, and they can only be alleviated by a well-designed migration and educational policy, as well as effective plans to increase the number of children born in the long term.

W artykule przedstawiamy strukturalne zmiany na polskim rynku pracy, które zaszły w latach 2006−2019. W pierwszej części opisujemy, jak na przestrzeni lat zmieniały się stopa bezrobocia i aktywność zawodowa w Polsce. Następnie przechodzimy do kwestii zmian technologicznych, by zastanowić się, czy umiejętności polskich pracowników wystarczą, żeby przeprowadzić transformację technologiczną polskich przedsiębiorstw. Poruszamy również kwestie transformacji demograficznych i malejącej podaży pracy. W drugiej części, poświęconej popytowej stronie rynku pracy, opisujemy przemiany w strukturze przedsiębiorstw oraz w strukturze wynagrodzeń, które zaszły na przestrzeni lat 2006−2019. Choć sytuacja na rynku pracy w Polsce na początku 2020 r. była jedną z lepszych w Unii Europejskiej, wskazujemy, że ostatnie lata dobrej koniunktury można uznać za niewystarczająco wykorzystane. Najważniejsze bariery, które napotka ta gospodarka w nadchodzących latach, to malejąca podaż pracy oraz brak pracowników o odpowiednich kompetencjach. Problemy demograficzne polskiego rynku pracy będą w przyszłości jeszcze bardziej dotkliwe, a zapobiec im może jedynie odpowiednia polityka migracyjna i edukacyjna, a długofalowo − także skuteczne plany zwiększania dzietności.

Artykuł ma na celu przedstawienie sytuacji kobiet na rynku pracy w Polsce w latach 2014-2017 oraz jest próbą wskazania wpływu programu społecznego „Rodzina 500+” na podaż pracy kobiet w Polsce. Dla realizacji celu dokonano przeglądu teorii dotyczących wpływu posiadania dziecka na podaż pracy kobiet. Wnioski z analizy danych statystycznych wskazują, iż zmniejszeniu liczby bezrobotnych i stopy bezrobocia, zwiększeniu liczby osób posiadających pracę towarzyszył spadek liczby osób aktywnych zawodowo, a tym samym spadek współczynnika aktywności zawodowej oraz współczynnika zatrudnienia, a także wzrost liczby osób biernych zawodowo. Jednym z istotnych powodów zmniejszenia podaży pracy i aktywności zawodowej kobiet jest funkcjonowanie programu „Rodzina 500+”, który w grupie kobiet zmniejszył wskaźnik zatrudnienia o ok. 2,4 punktu procentowego. Artykuł stanowi próbę oceny wpływu tego programu na podaż pracy kobiet w Polsce.

The article aims to present the situation of women on the labor market in Poland in 2014-2017 with particular emphasis on the supply of their work and an attempt to indicate the impact of the “500+ Family” social program on the supply of women’s labor in Poland. To achieve the goal, a review was made of the theories regarding the impact of having a child on women’s labor supply. Next, statistical data describing the situation on the labor market in Poland in 2014-2017 were analyzed, with particular emphasis on the situation of women, to indicate the results of NBP, BKL and IBS research showing the impact of the “Family 500+” on the supply of labor in Poland. A fragment of own research carried out in the Kamienna Góra poviat in May-June 2018 was also presented among women with children under the age of 5. The summary contains conclusions from research and desirable solutions.

The aim of the paper is to determine to what extent fluctuations in the level of unemployment in Poland in the last two decades have depended on changes in labor demand and labor supply. To this end, the contribution of labor demand and labor supply to changes in the unemployment rate is examined and then trends in labor demand and labor supply and their key determinants are analyzed. The study finds that changes in labor demand were the main determinant of unemployment fluctuations. A decrease in labor demand contributed to strong unemployment growth at the beginning of the 1990s and at the turn of the century, when the economic slowdown was associated with transformation and pre-accession restructuring respectively. An increase in labor demand caused by economic recovery after EU accession was behind the subsequent fall in unemployment. For most of the time span of the analysis, labor supply was a factor alleviating negative developments on the labor market due to the possibility of early retirement, easy access to disability pensions and labor force migration. Growing labor supply contributed to a rise in unemployment only at the end of the last decade. The fact that labor demand had a stronger impact on the level of unemployment than labor supply indicates that labor market policy should focus on job creation, not on “manipulation” of labor supply, the author concludes.

Celem artykułu jest odpowiedź na pytanie: w jakim stopniu obserwowane w ciągu ostatnich dwóch dekad fluktuacje w wysokości polskiego bezrobocia były wywołane wahaniami popytu na pracę, a w jakim podaży pracy. W celu uzyskania odpowiedzi zdekomponowano zmiany w stopie bezrobocia na wywołane popytem na pracę i podażą pracy a następnie przeanalizowano zmiany w popycie na pracę i podaż pracy oraz determinanty tych zmian. Z badań wynika, że główną przyczyną wahań w polskim bezrobociu były zmiany w popycie na pracę. Jego spadek wywołał silny wzrost bezrobocia na początku lat 90. XX wieku oraz na przełomie wieków, kiedy to spowolnienie gospodarcze zbiegło się z transformacyjnymi i przedakcesyjnymi przeobrażeniami strukturalnymi. Natomiast po wejściu do UE wzrost popytu na pracę, wywołany przyspieszeniem gospodarczym, doprowadził do spadku bezrobocia. Podaż pracy przez większość analizowanego okresu była czynnikiem łagodzącym sytuację na rynku pracy dzięki możliwości wcześniejszej dezaktywizacji zawodowej oraz migracjom zarobkowym. Większa podaż pracy doprowadziła do wzrostu bezrobocia dopiero pod koniec ostatniej dekady. Silniejszy wpływ popytu na pracę niż podaży pracy na bezrobocie wskazuje, że polityka ograniczania bezrobocia winna się skupiać na kreowaniu miejsc pracy a nie na „manipulowaniu” podażą pracy.
