The analysis shows that the level and growth of labor costs in Poland during the transformation was among the lowest in the European Union. This was a factor contributing to the competitiveness of the Polish economy and relatively rapid pace of economic growth. However, over the last several years the negative social and economic impacts of pressure on maintaining low labor costs have intensified. This leads to the conclusion that the continuation of the convergence process of the Polish economy in relation to the developed countries of Western Europe requires a change of the current growth strategy. In this context a growth strategy based, in large measure, on accelerating the growth of real wages — as a factor of (a) stimulating the aggregate demand and improvement of economic situation and (b) improvement in the total factor productivity and economic modernization — is considered.

Z przeprowadzonej analizy wynika, że poziom oraz dynamika kosztów pracy w Polsce w okresie transformacji należały do najniższych w Unii Europejskiej. Był to czynnik sprzyjający konkurencyjności polskiej gospodarki i stosunkowo szybkiemu tempu wzrostu gospodarczego. Jednak w ostatnich kilkunastu latach nasiliły się negatywne społeczne i ekonomiczne skutki presji na utrzymywanie niskich kosztów pracy. Prowadzi to do wniosku, iż kontynuowanie procesu konwergencji polskiej gospodarki w stosunku do rozwiniętych krajów Europy Zachodniej wymaga zmiany dotychczasowej strategii wzrostu. W tym kontekście rozważana jest strategia wzrostu opartego, w istotnej mierze, na przyspieszeniu wzrostu płac realnych (wageled growth) jako czynniku: (a) stymulowania agregatowego popytu i koniunktury gospodarczej oraz (b) poprawy ogólnej produktywności czynników produkcji i modernizacji gospodarki.
