Wśród zagrożeń uniemożliwiających zapewnienie bezpieczeństwa społecznego ludności wyróżniają się dwie grupy niebezpieczeństw: socjalne (a w nich m.in. bezrobocie, bezdomność, głód i ubóstwo) i psychospołeczne ( przede wszystkim takie patologie jak: przestępczość, korupcja, uzależnienia i choroby zakaźne). Mniejszości narodowe i etniczne oprócz powyższych determinant narażone są ponadto na groźbę utraty swojej tożsamości i zachowania własnej odrębności w środowisku otaczającej większości. W niniejszym artykule podjęto próbę charakterystyki podejmowanych przez państwo polskie działań mających na celu zapewnienie wspomnianego bezpieczeństwa, ze szczególnym odniesieniem do systemu prawnej ochrony charakteryzowanych grup. Z uwagi na zakres badawczy pracy szczególne miejsce poświęcono romskiej (cygańskiej) mniejszości etnicznej i kierowanym do niej programom społecznym.

Among the social threats preventing the social safety of the population, two groups of dangers are to be distinguished: social (including unemployment, homelessness, hunger and poverty) and psychosocial (first and foremost: crime, corruption, addictions and infectious diseases). Apart from those threats, national and ethnic minorities are also exposed to the danger of losing their identity and integrity in the environment of a different majority. This article attempts to characterize the actions taken by the Polish state to ensure the above mentioned security, with particular reference to the legal system Bezpieczeństwo społeczne mniejszości narodowych i etnicznych w Polsce… of protection of characterized groups. Due to the research scope of the work, special importance was given to the Romany (Gypsy) ethnic minority.

This process will include supplementary information aimed at refining the assessment of legal protection, offering makers the necessary guidance for accurate decisions. Through this comprehensive approach, the article aims to provide makers with practical tools to navigate the complex landscape of database legal protection efficiently.
