Statystyczne właściwości tekstów prawnych i ich wykorzystanie w systemach wyszukiwania informacji prawnej

The article is devoted to issues related to the use of statistical properties of legal texts for searching legal information. Methods are presented that allow to enlarge the set of found documents by including those semantically close to the initially found ones. Providing the ability to search for such collections of documents allows to better satisfy the needs of the system users. The article presents the theoretical foundations of enlargement operations based on performing specific treatments in the so-called semantic space of terms and semantic space of documents. The article deals particularly with the methods which allow to determine the set of similar documents by using statistical properties of documents. The research carried out under the ERASMUS program conducted by K. van Noortwijk and R. V. de Mulder is presented in detail. A critical analysis of the measures used in this research was carried out, as well as an analysis of the reasons why the proposed methods didn’t lead to fully satisfactory results.

This article aims to present the concept of the architecture of an expert legal information system. The authors of this article, working with entrepreneurs in the field of supporting business activities, identified a significant gap in ICT solutions providing legal knowledge. The research question that inspired the considerations contained in the article is: Do the current solutions supporting the provision of legal knowledge enable the creation of an expert legal information system? In order to answer this question the authors conducted a critical analysis of the literature and identified ICT solutions used by entrepreneurs in the field of obtaining and processing legal information. The article presents the main sources of legal information, trends in the development of ICT solutions and the areas of their application. The key part of the article is the concept of an expert legal information system architecture.

Niniejszy artykuł ma celu przedstawienie koncepcji architektury ekspertowego systemu informacji prawnej. Autorzy niniejszego artykułu, współpracując z przedsiębiorcami w obszarze wspomagania działalności biznesowej, zidentyfikowali znaczną lukę w rozwiązaniach ICT dostarczających wiedzę prawną. Pytanie badawcze, które stało się inspiracją dla rozważań zawartych w artykule brzmi: „Czy aktualne rozwiązania wspomagające dostarczanie wiedzy prawnej umożliwiają stworzenie ekspertowego systemu informacji prawnej?” Aby na nie odpowiedzieć, autorzy przeprowadzili krytyczną analizę literatury, jak również dokonali identyfikacji rozwiązań z zakresu ICT wykorzystywanych przez przedsiębiorców w zakresie pozyskiwania oraz przetwarzania informacji prawnej. W artykule zaprezentowane zostały główne źródła informacji prawnej, tendencje rozwoju rozwiązań ICT oraz obszary ich zastosowania. Kluczową część artykułu stanowi koncepcja architektury ekspertowego systemu informacji prawnej.

The use of modern ICT solutions of business intelligence is becoming more and more common, and are also increasingly used in the field of legal regulations, and above all in legal information management, advanced ICT solutions. The purpose of this article is to indicate the possibility of implementing modern ICT tools in order to obtain the knowledge contained in the judicial decisions. Court decisions, as one of the areas of creating and applying law, are a source of information resources for numerous groups of stakeholders. Therefore, the creation and use of IT tools to support the processes of gaining knowledge about law from court decisions is a legitimate direction in the development of legal informatics. The article is the result of literature research dedicated to the applications of ICT solutions in the area of creating and distributing legal information.

Wykorzystanie nowoczesnych rozwiązań ICT klasy business intelligence staje się coraz bardziej powszechne. Również w obszarze regulacji prawnych; a przede wszystkim w zarządzaniu informacją prawną zaawansowane rozwiązania ICT mają coraz szersze zastosowanie. Celem niniejszego artykułu jest wskazanie możliwości implementowania nowoczesnych narzędzi ICT w celu pozyskania wiedzy zawartej w orzecznictwie sądowym. Orzecznictwo sądowe jako jeden z obszarów tworzenia oraz stosowania prawa stanowi źródło zasobów informacyjnych, które są wykorzystywane przez liczne grupy interesariuszy. Dlatego też tworzenie oraz wykorzystanie informatycznych narzędzi w celu wspomagania procesów odkrywania wiedzy o prawie z orzeczeń sądowych stanowi zasadny kierunek rozwoju informatyki prawniczej. Artykuł powstał w wyniku badań literaturowych dotyczących zastosowania rozwiązań ICT w obszarze tworzenia oraz dystrybucji informacji prawnej.
