The possibilities of influence of the Ukrainian and Polish citizens on a decisions and activity of legislators are analysed in this article. The basic legal forms of participation of citizens in law-creation are examined; the policy of law-creation are defined; the possible ways of improvement the dialog between citizens and legislators are determined. The athour analyses the Ukrainian and Polish legal acts, in which rights of citizens on an address, legislative initiative, access to public information, participation in consultations, in activity of public councils, lobbying are described. The different forms of citizens participation in social and political life are described the Ukrainian and Polish legislation, however there is a question about the effectiveness of such participation. Neither deputies nor representatives of government in Ukraine and in Poland are obliged to take into account opinion and suggestion of NGO in their final decisions or laws. They must collect information, work over it and then accept a responsible decision. The objective consideration of public opinion depends on those persons. Now it’s necessary to disseminate information among the citizens about the existent legal forms of their participation in creation of legislation. The dialog between the authority and society is necessary for development of the state. The basis of policy of law-creation must be a benefit for the most people.

The trends of tourism for all, including persons with disabilities, are visible both in the Czech Republic and in Poland, being reflected in the literature. However, publications presenting evidence-based research are still missing. In the paper, the authors refer to the issue, focusing on the explanation of principles, planning to deepen the focus in the forthcoming research. The United Nations Charter of Human Rights, issued in 1948, is mentioned as the first official modern document in which rights, freedom and obligations of ‘different people’ were defined with regard to political, social, and economic domains. The next important initiative was the Decade of People with Disabilities (1981–1991). The issue of physical activity and sport of persons with disabilities was stressed in the European Charter of Sports for All: Handicapped People (1987). All types and forms of physical activities are possible to be realized in the separate, parallel, and inclusive environments. Tourism and its accessibility for persons with disabilities should be accepted as the recent and future trend. Adaptation of communication, attitudes, methods, content of programs and technique conditions is important and has to respect the limits and abilities of the participants, but personal determinants are crucial.

Trendy w zakresie turystyki dla wszystkich, tj. dotyczącej również osób niepełnosprawnych, są dostrzegalne zarówno w Republice Czeskiej, jak i w Polsce. Można je znaleźć w literaturze przedmiotu, lecz nadal brakuje stosownych badań empirycznych. Autorka analizuje zasady turystyki dla wszystkich na podstawie Powszechnej Deklaracji Praw Człowieka ONZ z 1948 roku. Równie ważne w tym zakresie było ustanowienie Dekady Ludzi Niepełnosprawnych (1981–1991). Problem aktywności fizycznej osób niepełnosprawnych został podkreślony także w Europejskiej Karcie Sportu dla Wszystkich z 1987, w dziale „Ludzie upośledzeni”. Autorka zakłada iż wszystkie formy aktywności są możliwe do zrealizowania w przypadku osób niepełnosprawnych, stąd dostępność turystyki dla osób niepełnosprawnych jest współczesną, jak i przyszłą tendencją. W tym zakresie ważne są: postawy, metody, programy i warunki, lecz najważniejsze są osobiste czynniki warunkujące aktywność tej grupy ludzi.

Full implementation of the constitutional principle of democracy in practice requires continuous improvement of the institution of public control in the Russian Federation, acting, on the one hand, as a guarantee of the reality of the people’s right to exercise democracy, and on the other hand, the mechanism that prevents the usurpation of power, its misappropriation, as well as the implementation is not in the interests of the citizens of the country. The system of legal regulation of public control of power in Russia is represented by several groups of normative legal acts of national legislation. This article is devoted to the study of federal, regional and municipal legislation in the field of regulation of public control in the Russian Federation. The study used a number of scientific methods, in particular: comparative legal; assessment; classification. The paper presents a comparative analysis of legal acts that contribute to the organization and functioning of the system of public control in the Russian Federation, their author’s classification. This made it possible to analyze the regulatory framework of the public control mechanism in the Russian Federation, determining their place, role and importance in the organization of the public control system in our country.
