The article explores the energy relations between the EU and Russia. The focus is, however, not on the technical and institutional aspects of the relationship, but rather on the discursive approach that determines the prevailing interpretation of the relationship by both parties. This article has two objectives. The first is to analyze the liberalization discourse of the EU on energy relations with the Russian Federation in the years 2004–2014, and along with it interpret its content and main themes. The second is to analyze and interpret the influence of prevailing norms, rules and values in the energy liberalization discourse associated with the identity and interests of the EU. At the theoretical level, the article is based on critical constructivism, which, in relation to the discourse as the main concept reflects plentiful fundamental knowledge. At the methodological level, the article is based on discourse analysis which the author employs as the basic methodological tool to examine EU documents.
