Objectives: Compilation and comparison of the period when the death penalty was applied, its functions and significance, to the present day, when the death penalty has been abolished. Material and methods: Legal acts, jurisdictions, literature, Internet sources. Analytical method used. Results: the result of my article is to familiarize readers with the death penalty and its understanding by past and present societies.The death penalty initially served several functions, it was not only a function to punish the offender. Depending on the understanding of crime, it was treated as revenge of the gods or private revenge, or as public retaliation or as a means of social defense.The original reaction to the crime was revenge, aimed at destroying the offender and his property, and was not always directed against the perpetrator, most often consisting in removing a member from a social union by death or expulsion from the group (alienation).In the course of social development, the punishment took the form of a material talion, which consisted in doing the same evil to the perpetrator as he had done.With the development of humanitarianism in legal systems, the punishment from a primitive social reaction turned into a state punishment, subject to gradual rationalization. Conclusions: All aspects of the applied penalties for committed crimes, including the death penalty, presented in the article, are important for legal and moral considerations made by the society and, consequently, should lead to a referendum on the use of the death penalty in Poland.Currently, Poland and most countries do not use the death penalty in their sentences and do not recognize it in the code. It is a more humane approach to the criminal, but the Polish government is working on a further amendment to the penal code in favor of the victims.

One of the fields in which public administration performs its task is security. The voivodeship governor is a part of public administration as they are equipped with security measures related to public order and the protection of life and health. They undertake actions to prevent, control and deal with extraordinary situations and their consequences. Due to the need to adapt protective measures to the threat and the need to harmonize them, in cases provided by the law, the governor may also undertake managing and coordinating activities in the area of the region. It is a body that has broad competencies to shape the field safety system at the voivodeship level.

Jedną ze sfer, w ramach których administracja publiczna wykonuje swoje zadania jest bezpieczeństwo. Do katalogu organów administracji publicznej, wyposażonych w środki oddziałujące na bezpieczeństwo i z nim związane – porządek publiczny, ochrona życia i zdrowia, należy również wojewoda. Podejmuje on działania w zakresie przeciwdziałania sytuacjom nadzwyczajnym, ich zwalczania oraz usuwania skutków, które w związku z nimi zaistniały. Ze względu na konieczność dostosowania działań ochronnych do zagrożenia oraz potrzebę ich harmonizacji, wojewoda może również, w przypadkach ustawowo przewidzianych, podejmować czynności kierownicze i koordynacyjne na obszarze regionu. Jest on organem, który posiada szerokie kompetencje pozwalające mu kształtować terenowy system bezpieczeństwa na poziomie wojewódzkim.

Wśród wszystkich filozoficznych dyscyplin szczególnie etyka stanowi przykład dialogicznego charakteru myślenia. Normy moralne tworzone są w wyniku dyskusji, ale dyskurs ten ma swoje granice. Dla Roberta Spaemanna tą granicą jest osoba ludzka. Jego etyka wypływa więc z tego pojęcia. Artykuł jest próbą uchwycenia tej konstytutywnej dla Spaemannowskiej etyki zależności oraz podkreślenia głównych wątków etycznych dylematów. Należą do nich zagadnienia związane z podejściem do początkowych i końcowych etapów życia, relacji, jaka zachodzi między człowiekiem i przyrodą, oraz kształtowania norm życia społecznego – ze szczególnym uwzględnieniem sfery polityki.

Among all philosophical disciplines, ethics in particular is an example of the dialogical nature of thinking. Moral norms are created as a result of discussion, but this discourse has its limits. For Robert Spaemann, this border is the human person. So his ethics derives from this concept. The article is an attempt to capture this constitutive dependency for Spaemann’s ethics and to highlight the main threads of ethical dilemmas. These include issues related to the approach to the initial and final stages of life, the relationship between man and nature, and shaping the norms of social life – with particular emphasis on the sphere of politics.
