The subject of the study included in this paper are political aspects of the decisions made by local administration in matters of assemblies; its aim – is to answer the question whether authorities, which decide in this area – head of a commune, mayor, or president of a city – ensure adequate standards of political neutrality and objectivity. These reflections are divided into three parts. In the first part the subject of analysis are the political aspects of the regulations affecting the principle of appointing the head of a commune, mayor, or president of a city; the second part is the study of specific provisions affecting the circumstances justifying the decision to ban the meeting, and the dissolution of the event and finally the third part shows examples of controversial and likely to be perceived as political decisions made by the heads of communes, mayors, or presidents of cities. Researching surveys indicated that the Polish solution, unfortunately, does not guarantee the non-political character – absolutely required in democratic countries – of the decisions in the sphere of regulation of freedom of assembly.

Przedmiotem badań zawartych w opracowaniu są polityczne aspekty rozstrzygnięć administracji lokalnej w sprawach zgromadzeń, a jego celem odpowiedź na pytanie, czy organ administracji, który wydaje władcze rozstrzygnięcia w tej dziedzinie – wójt, burmistrz bądź prezydent miasta – gwarantuje wystarczające standardy apolityczności i obiektywizmu. Zawarte w pracy rozważania podzielono na trzy części. W pierwszej części przedmiotem analiz są polityczne aspekty przepisów kształtujących zasady powoływania wójta, burmistrza bądź prezydenta miasta, część druga to badania przepisów szczegółowych kształtujących okoliczności uzasadniające wydanie decyzji o zakazie odbycia zgromadzenia oraz o rozwiązaniu imprezy i wreszcie część trzecia wskazuje przykłady kontrowersyjnych i mogących być odbierane jako polityczne rozstrzygnięć wójtów, burmistrzów czy też prezydentów miast. Badania źródeł wykazały, że polskie rozwiązania niestety nie gwarantują wymaganej w sposób bezwzględny w państwach demokratycznych apolityczności władczych rozstrzygnięć w sferze reglamentacji wolności zgromadzeń.

Tematem artykułu jest etyczny problem klonowania ludzi. Zaprezentowane zostają w nim najważniejsze argumenty przeciwko klonowaniu obecne w powieści Kazuo Ishiguro Nie opuszczaj mnie. Wśród argumentów moralnych przeciwko klonowaniu ludzi przeanalizowane zostają: argument z instrumentalizacji oraz wewnętrznego życia klonów; z ograniczenia wolności jednostki oraz z jej unieszczęśliwienia; z prawa do posiadania wyjątkowej tożsamości i otwartej przyszłości; ze szkód psychicznych i rozchwiania tożsamości; z naturalnego prawa jednostki do relacji rodzinnych. Na koniec autor przeformułuje argument z mądrości odrazy na argument z mądrości współczucia.

The article considers the ethical aspects of human cloning. It presents the most important arguments against human cloning which can be found in Kazuo Ishiguro’s novel Never Let Me Go. Author of the article examines the issue of human cloning as presented in the arguments from instrumentalisation and the internal life of clones and from limiting the freedom of the individual and making him/her unhappy. Then author considers an argument that appeals to the right of a person to be a unique individual, and an argument that appeals to the idea that a person has the right to an open future. Later, the author tries to analyze other arguments such as: psychological distress and the desintegration of personal identity. The author also considers the argument from the natural right to family relationships, and reformulates argument from the wisdom of repugnance. In her interpretation this argument becomes an argument from the wisdom of compassion.
