An increasing number of elderly people represent a great potential for social and economic progress and development as a consequence of growing education and improving health of the population. The policy of an ageing process preparation should respond to two elementary challenges: either, to integrate seniors into an economic and social development, and to create an age inclusive community. It is an important fact to conform the employment policy, retirement policy and other policies as well as services to social and demographic changes in progress.

Artykuł przedstawia próbę identyfikacji dóbr publicznych, w tym głównie społecznych, które mogą być udostępniane konsumentom w sposób nieodpłatny (bądź za częściową odpłatnością). Ponadto poruszono kwestię wykorzystania tych zasobów w aspekcie ich naturalnej ograniczono- ści i kosztów utrzymania. W pracy wykorzystano literaturę przedmiotu, zapisy aktów prawnych, a także doświadczenia samorządu warszawskiego we wdrażaniu projektów mających na celu realizację zadań z zakresu kultury fizycznej.

The article presents an attempt to identify public goods, including mainly social goods, which can be made available to consumers of public services free of charge (or for partial payment). In addition, the issue of using these resources in terms of their natural limitations and maintenance costs was also discussed. The work uses the subject literature, provisions of legal acts as well as the experience of the Warsaw self-government in implementing projects aimed at performing tasks in the field of physical culture.
