The article presents estimates of social minimum baskets based on average prices of 2016. Social minimum values return to the path of growth. The main growth factor was a higher food basket, whose dynamics was higher than the CPI. The cost of housing also grew (albeit modestly), despite a slight drop in the CPI in this group.

W artykule przedstawiono szacunki minimum socjalnego dla 2016 r., na podstawie średniorocznych notowań cen udostępnionych przez GUS. Miniony rok stanowił okres gasnącej deflacji i powracającej w ostatnich miesiącach zwyżki cen. W 2016 r. wartości minimum socjalnego wzrosły: od 1,4% w gospodarstwach emeryckich do 2% w gospodarstwie z dwojgiem dzieci na utrzyma­niu. Wartości minimum socjalnego powracają na ścieżkę wzrostów.

The article presents estimates of social minimum baskets for the first quarter of 2020. During this period, in Poland as well as in other countries, a coronavirus pandemic broke out, which affected the functioning of households in various aspects. Nevertheless, available economic or social data on households’ environment can be considered beneficial. The presented values take into account the needs as foreseen in the model under normal conditions. The social minimum values increased from +2.8% for a single person of working age to +3.5% for two elderly people. The main factor of the increase were higher prices of food. The second growth factor were also higher fees for maintenance of housing and energy costs.

Artykuł omawia szacunki koszyków minimum socjalnego w pierwszym 2020 r. W tym okresie w Polsce, jak i w innych krajach, wybuchła pandemia koronawirusa, co wpłynęło na funkcjonowanie gospodarstw domowych w różnych aspektach. Dostępne dane ekonomiczne czy społeczne o otoczeniu gospodarstw domowych można uznać za korzystne. Przedstawione szacunki uwzględniają potrzeby i ich zaspokajanie, jakie przewidziano w modelu przy normalnych warunkach. Wartości minimum socjalnego wzrosły od +2,8% u osoby samotnej w wieku produkcyjnym do +3,5% w przypadku dwojga osób starszych. Głównym czynnikiem wzrostu były wyższe ceny żywności oraz wyższe opłaty na utrzymanie mieszkania i nośniki energii.

Social minimum is defined as a model for living costs of households, allowing social integration and participation. The article presents estimates of social minimum baskets for 2015. In conditions of declining deflation, esti­mations of these baskets increased slightly: from 0,2% for a family with dependent child to 0,9% for a single person in retirement age.

Minimum socjalne przedstawia modelowe koszty utrzymania gospodarstw domowych w zakresie umożliwiającym społeczną integrację i uczestnictwo w więziach społecznych. Zakres i poziom zaspokajanych potrzeb według standardu minimum socjalnego winny zapewniać takie warunki, by na każdym z etapów rozwoju człowieka umożliwić mu reprodukcję sił życiowych, posiadanie i wychowanie potomstwa oraz utrzymanie więzi społecznych. Porównywalność danych koszykowych ułatwia monitorowanie sytuacji gospodarstw oraz przyczynia się do uwzględniania kondycji gospodarstw w dialogu społecznym. W artykule przedstawiono szacunki minimum socjalnego dla 2015 r. na podstawie średniorocznych notowań cen udostępnionych przez GUS.

In March, the value of baskets increased from 1.6% (2 persons at the retirement age) to 2% in case of 4-person households, with older children. In June, the minimum baskets increased from 0.5% in a singleperson household (pensioner) to 1% in a twoperson household of working age.

W mrcu wartość koszyków wzrosła z 1,6% w gospodarstwie dwojga osób starszych do 2% w gospodarstwach z dziećmi starszymi. W czerwcu koszyki minimum socjalnego wzrosły z 0,5% w gospodarstwie samotnego emeryta do 1% w dwuosobowym gospodarstwie osób pracujących.

In in the last three months of the year, the inflation rate had slightly higher dynamics (1,2%). During this period, social minimum increased the most, inter alia, in case of households with older children (1,2%). For pensioners' households, the value of social minimum has increased the least (0,9%).

W ostatnich trzech miesiącach roku wskaźnik inflacji miał wyższą dynamikę (1,2%). Podczas tego okresu minimum socjalne powiększało się najbardziej w gospodarstwach domowych ze starszymi dziećmi (1,2%), najmniej zaś w gospodarstw domowych emerytów (0,9%).

The article presents estimates of social minimum baskets - defined as a model allowing the minimum level for social integrationof households – for the conditions of September and December 2018 in comparison to basic external factors. In September, compared to theprevious study in June, in conditions of stagnating prices, the value of social minimum baskets have decreased: in a family with 2 children by1.6%, and in a one-person household of working age by 1.2%. In the December 2018 survey, at low inflation, the values of baskets also increasedmodestly, from +0.3% in a family with a younger child to +0.8% in 2-person households without children. The main factor of changes in the valueof baskets were seasonal changes in food prices.

Artykuł prezentuje szacunki minimum socjalnego dla warunków z września i grudnia 2018 r. na tle podstawowych czynników zewnętrznych. We wrześniu, porównaniu z poprzednim badaniem z czerwca, w warunkach stagnacji cen, wartości minimum socjalnego obniżyły się: w rodzinie z 2 dzieci o 1,6%, a w gospodarstwie 1-osobowym o 1,2%. W badaniu z grudnia 2018 r., przy niskiej inflacji, wartości koszyków także rosły skromnie: od +0,3% w rodzinie z dzieckiem młodszym do +0,8% w gospodarstwach 2-osobowych bez dzieci. Głównym czynnikiem zmian wartości koszyków były sezonowe zmiany cen żywności.

With inflation, which remained at the same level as in the previous quarter (0,1%), for pensioners’ households, the value has hardly changed. In the employees’ households, the increase was small (from 0,3 to 0,6%).

Artykuł omawia szacunki minimum socjalnego w miesiącu wrześniu 2017 r. W porównaniu z danymi z czerwca dynamika koszyków utrzymała lekką tendencję słabnącą. Wartości minimum socjalnego dla gospodarstw emeryckich prawie nie zmieniły się, zaś w gospodarstwach pracowniczych wzrost był niewielki: od 0,3% do 0,6%. W miesiącach lipiec–wrzesień br. inflacja utrzymała się na tym samym śladowym poziomie, co w poprzednich trzech miesiącach (0,1%).

The article presents estimates of social minimum baskets – defined as a model allowing the minimum level for social integration of households – in the fourth quarter of 2019. In comparison with the previous survey (Q3), the value of baskets fell from 0.9% (in a single-person household) to 1.3% (in a family with a younger child), while the inflation increased by 0.6% at that time. The decrease in the value of social minimum baskets was mainly due to the reduction in food prices, especially of vegetables. Expenses for maintenance of housing and energy carriers in farms without children slightly decreased, in other types they increased slightly. The lower dynamics of expenditure on housing was partly due to necessary technical adjustments.

Artykuł omawia szacunki koszyków minimum socjalnego w IV kwartale 2019 r. W porównaniu z poprzednim badaniem (III kwartał), przy inflacji wskazującej na wzrost cen o 0,6%, wartości koszyków spadły od 0,9% (w gospodarstwie 1-osobowym) do 1,3% (w rodzinie z dzieckiem młodszym). Obniżenie wartości koszyków wywołane było głównie obniżką cen żywności, szczególnie warzyw. Wydatki na utrzymanie mieszkania i nośniki energii w gospodarstwach bez dzieci lekko spadły, a w pozostałych typach nieco wzrosły. Niższa dynamika wydatków na mieszkanie częściowo wynikała z koniecznych korekt technicznych.

From 2019 onwards, periodical estimates of social minimum level will be estimated not in the last months of a given quarter, but in quarters. Minimum egzystencji, zwane także minimum biologicznym, to miara opracowana przy pierwszych szerszych badaniach nad ubóstwem w Polsce po 1989 r., która wpisała się w tradycję badań ubóstwa ekonomicznego. Kategoria ta wyznacza modelowy sposób zaspokojenia podstawowych potrzeb na minimalnym poziomie, poniżej którego występuje biologiczne zagrożenie życia i rozwoju człowieka, umożliwiający jedynie przeżycie, wyznaczając tym samym dolną granicę obszaru ubóstwa. W warunkach słabnącej deflacji, przechodzącej w ostatnich miesiącach w inflację, w 2016 r. wartości minimum egzystencji wzrosły od 1,6% (gospodarstwo z trójką dzieci) do 2,2% (gospodarstwo dwojga emerytów), co stanowi powrót do tendencji wzrostu wydatków.

The article presents the estimates of subsistence minimum baskets — index which is used to measure the extreme poverty — for 2015 in Poland. In comparison with last year, in condition of persistent deflation (falling prices by 0,9%), estimates of subsistence minimum maintained or even slightly increased its value.

Artykuł przedstawia szacunki minimum egzystencji, wskaźnika stosowanego do pomiaru skrajnego ubóstwa w Polsce, na podstawie cen średniorocznych w 2015 r. W porównaniu z rokiem ubiegłym (2014), w warunkach utrzymującej się deflacji, szacunki minimum egzystencji utrzymały swą wartość sprzed roku lub niewiele ją zwiększyły.
