The president of Gdynia, Wojciech Szczurek won all direct elections in the 1st round, with a very large advantage over his rivals. His election committee – Samorządność (Self- governance) - has always won an absolute majority in the city council. W. Szczurek belongs to the category of "everlasting mayors". The aim of these considerations is to find an answer to the key question concerning the specificity of W. Szczurek's local leadership. The main hypothesis was adopted that the peculiarity of the leadership of the Gdynia’s president results both from the personal attributes of W. Szczurek and the socio-cultural specificity of the inhabitants of the city. Gdynia was built by the settlers who came here less than 100 years ago. It was also hypothesized that the leadership of W. Szczurek is the result of combining three leadership styles: manager, artist and priest. It was also assumed that the politicians of the president's Samorzadność emphasized his achievements, competences and non-party status. In turn, his opponents (affiliated with parliamentary political parties) downplay his success, and only emphasize his image skills. The considerations were based on original own research – first of all - in-depth interviews with some Gdynia’s councillors. Deliberations were extended with the results of survey research: the perception of the ideal president’s attributes among local politicians from the Tri-City (Trójmiasto – Gdańsk, Gdynia, Sopot) was examined. The method of weighting the preferences of choice was used. The general conclusions are as follows. The specificity of W. Szczurek's leadership in Gdynia results from the socio-cultural conditions of the city and its personal qualities. These personal features allows to see three leadership attitudes: effective manager, a sagacious judge and an subsidiary scout.

The article describes political careers of members of local authorities in the context of leadership. The starting point of this report is the research’s results of the municipalities in Rzeszów, which identified the leaders who came along there in 1990–2002. The context of the analysis is the four- dimensional leadership: psychological, legal-institutional, systemic-party, cultural and social. The aim of the article is to analyze the direction and the path of political careers of these leaders and to identify the determination of their careers.

Artykuł dotyczy karier politycznych członków władz miejskich w kontekście przywództwa. Punktem wyjścia są wyniki badań funkcjonowania samorządu Rzeszowa, w których zidentyfikowano liderów, jacy pojawili się we władzach miejskich w latach 1990–2002. Kontekst analizy stanowią cztery wymiary przywództwa: psychologiczny, prawno-instytucjonalny, systemowo partyjny oraz kulturowo-społeczny. Celem artykułu jest analiza kierunków i dróg karier politycznych tych liderów oraz identyfikacja uwarunkowań przebiegu tych karier.

Przywództwo polityczne, także to na poziomie lokalnym, analizowane jest pod względem instytucjonalnym oraz indywidualnym. Czynniki instytucjonalne określają sposób wyłaniania i zakres kompetencji lidera lokalnego. Dopełnieniem są jego cechy indywidualne i określany na ich podstawie styl przywództwa. W polskiej gminie występuje prezydencki model przywództwa z silną pozycją lidera. Istnieje jednak zagrożenie destabilizacji pozycji organu wykonawczego w sytuacji wystąpienia koabitacji. Może to być pokojowe współrządzenie, kiedy to wójt, burmistrz albo prezydent miasta mimo braku większości w radzie bezpośrednio po wyborach uzyskuje wsparcie wystarczającej liczby radnych do zarządzania gminą. Koabitacja konfliktowa zachodzi zaś w sytuacji, gdy organowi wykonawczemu nie uda się doprowadzić do koalicji. Współistnienie władz gminnych wywodzących się z różnych obozów wystąpiło po wyborach 2014 r. w blisko 50% polskich gmin.

The issue of political leadership is widely studied and described in the literature. It should be noted that this problem can be analyzed both at the institutional and the individual level. The institutional factors determine the way of selecting local leaders and the scope of their competence. The individual features, on the other hand, create a leadership style. Cities have a presidential system with a strong mayor. In the case of cohabitation, though, this system can be destabilized because, instead of peaceful institutional co-existence, the institutions may be in conflict. After the local elections of 2014, half of the Polish municipalities had to confront the problem of cohabitation. The aim of this paper is to present the question of local leadership in the context of cohabitation.

Celem zaprezentowanych w artykule badań, zrealizowanych przez zespół pracowników Studium Pracy Socjalnej Uniwersytetu Śląskiego, była ewaluacja skuteczności jednego z nowych instrumentów integracji społecznej jakim są Programy Aktywności Lokalnej. W badaniach przeprowadzonych w trzech miastach województwa śląskiego – Bytomiu, Katowicach i Rudzie Śląskiej – poszukiwano odpowiedzi na podstawowe pytanie, czy i w jakim zakresie w analizowanych Programach Aktywności Lokalnej wykorzystywane są metody aktywizujące środowiska i osoby zagrożone wykluczeniem społecznym? Zaprezentowane studia przypadków – Programy Aktywności Lokalnej realizowane w dwóch dzielnicach Katowic – Nikiszowcu i Kolonii Bagno, w dwóch dzielnicach Bytomia – Bobrek i Rozbark oraz osiedlu Kaufhaus w Rudzie Śląskiej, ukazały słabe i mocne strony tych projektów, warunki, które miały i mają wpływ na ich przebieg oraz ich skuteczność jako instrumentu aktywnej integracji i rozwiązywania problemów społeczności.

The aim of research, led by Social Work Unit, University of Silesia, was an attempt to evaluate the efficiency of the new social integration instrument – Local Activity Programs. The focus of the research, effectuated in three towns of Silesian Voivodship-Bytom, Katowice and Ruda Śląska was to get an answer to the fundamental question: are the actions addressed to the excluded populations, undertaken in Local Activity Programs making use of methods of community organizing and what is the impact of these actions on the larger communities? Presented case studies: Local Activity Programs led in two communities in Katowice-Nikiszowiec and Bagno, in two communities of Bytom-Bobrek and Rozbark and one in Ruda Slaska-Kaufhaus – showed the weakness and strengths of these Programs, the conditions which had and still have impact on their course and the efficacy of Local Activity Programs as a tool for active integration and community problem - solving.

Celem niniejszego artykułu jest przedstawienie zagadnienia przywództwa politycznego na szczeblu lokalnym. Rozważania rozpoczynają się zatem od wyjaśnienia znaczenia przywództwa politycznego, aby następnie zaprezentować jego wymiar lokalny. Ponadto wśród analizowanych kategorii badawczych znajdują się podstawowe czynniki, które kształtują przywództwo polityczne w samorządzie terytorialnym wraz z cechami, charakteryzującymi liderów lokalnych. Artykuł przedstawia także typy przywództwa, które występują w samorządzie terytorialnym, aby na tej podstawie wskazać z jakim modelem przywództwa mamy do czynienia w konkretnych państwach na świecie. Pracę zamykają konkluzje, które odnoszą się do wyznaczników dobrego oraz efektywnego przywództwa w samorządzie lokalnym.

The purpose of this article is to present the issue of political leadership at the local level. The article therefore begin by explaining the importance of political leadership, and then present its local dimension. Moreover, among the categories of research analyzed are key factors which shape political leadership in local government, together with features which characterize local leaders. It is worth noting that the article also shows the types of leadership which exist in local government, and on this basis, identify what model of leadership we have in specific countries around the world. The article closes with conclusions relating to the determinants of good and effective leadership in local government and the role of local leaders.

Artykuł porusza zagadnienie zróżnicowania pozycji politycznej burmistrza w państwach europejskich i implikacji, jakie niesie rola burmistrza w poziomych relacjach władzy dla funkcjonowania lokalnych scen samorządowych. W pierwszej części odnosimy się do pomiaru pozycji burmistrza uwzględniającego odmienne uwarunkowania instytucjonalne – m.in. sposób wyboru, zakres kompetencji względem organu uchwałodawczego czy łatwość odwołania przed upływem kadencji. W dalszej kolejności wskazujemy, jak ów odmienny kontekst pozycji politycznej burmistrzów przekłada się na kilka wybranych aspektów ich aktywności, m.in. skłonność do formalnego afiliowania w szeregach partii politycznej, percepcję własnej autonomii w codziennym zarządzaniu gminą przez samych burmistrzów oraz możliwość wieloletniego trwania na stanowisku.

The article discusses the differences in the mayors’ political strength in European countries and the implications of their role in horizontal power relationships for the operation of the local government scene. First, it shows how the role of the mayor is measured, taking into account various institutional settings such as the election system, the scope of competences vis-à-vis the legislative body and possibilities of recall before the end of the term of office. Second, it demonstrates how such dissimilar contexts of the mayor’s political strength impact on several selected aspects of their activity, including the propensity to be formally affiliated with a political party, perception of the mayor’s autonomy in their day-to-day management of the municipality and the possibilities to keep the mandate for several terms in a row.
