This article presents the findings of a study concerning the use of the social media platform, Facebook, by local politicians to express their opinion on national political disputes. The analysis covered entries published by local politicians from the Silesian municipal boroughs, on their accounts over a period of 16 months, from the day of the parliamentary elections in 2015. The study revealed, among other data, that the fact and frequency of publishing posts concerning political disputes in social media depends on whether the local politician is a councillor or a president of the municipality and whether he/she is a representative of a main political party or not. The analyses also showed that nearly 80% of entries on national political disputes have a different author than the person who publishes the posts, and local politicians merely share posts made available by other people.

Przedmiotem analiz przedstawionych w artykule są czynniki decydujące o preferencjach radnych wobec decentralizacji oświaty. Zbadano, czy decentralizacja w obszarze polityki oświatowej jest priorytetem dla władz lokalnych pod względem zarówno indywidualnych cechy radnych, jak również charakterystyk gmin. W badaniu empirycznym opartym na modelu logitowym wykorzystano dane zebrane w ramach Badania ekonomicznych uwarunkowań celów i kierunków alokacji nakładów na edukację realizowanych przez podmioty publiczne i prywatne w Polsce oraz dane pochodzące z Banku Danych Lokalnych i Ministerstwa Finansów. Wyniki wskazują, że oprócz czynników związanych z sytuacją finansową gminy (poziom autonomii wydatkowej i zamożności) oraz cechami mieszkańców (wykształcenie, stopa bezrobocia) na preferencje wpływa posiadanie przez radnego dziecka w wieku szkolnym.

The article analyses the factors determining the preferences of local councillors to the decentralization of education. The question of whether the decentralization of education policy is a priority for local authorities is examined. We take into account both the individual features of the councillors as well as the characteristics of the municipalities. The empirical study is based on a logit model and used data collected in a survey, which was part of the BECKER project, as well as data from the Local Data Bank and the Ministry of Finance. The results indicate that in addition to factors related to the financial situation of the municipality (level of spending autonomy and wealth) and the characteristics of citizens (education, income), preferences are influenced by the fact that a councillor has a child of school age.
