This arti­cle contain a description of the housing assistance system in Poland, an assessment of its efficiency and recommendations related to its development. The beneficiaries of this assistance are about 500 thousands households composed of one or many members, belonged to categories of low and very low income. Today in Poland there are four instruments applied to housing assistance: two form of council flats lease, housing supplement and temporary reduction of rent. The Polish system of housing assistance should develop to a direction of gradually extension of states guarantees of access to flats for households, which are not able to pro­vide accommodation for themselves with their own efforts.

Artykuł zawiera opis systemu socjalnej pomocy mieszkaniowej w Polsce, ocenę jego sprawności i skuteczności, a także rekomendacje dotyczące jego rozwoju. Beneficjentami socjalnej pomocy mieszkaniowej jest w Polsce około 500 tys. jedno i wieloosobowych gospodarstw domowych o niskich i bardzo niskich dochodach. W socjalnej pomocy mieszkaniowej wykorzystywane są obecnie cztery instrumenty: dwa typy najmu mieszkań (w tym lokali socjalnych), dodatki mieszkaniowe oraz obniżki czynszu. Polski system socjalnej pomocy mieszkaniowej powinien rozwijać się w kierunku stopniowego rozszerzania gwarancji dostępu do mieszkań dla gospodarstw domowych, które własnym staraniem nie mogą ich sobie zapewnić.

Obserwowany od dawna wzrost kosztów utrzymania mieszkania, skutkujący wzrastającym czynszem oraz postępujące zubożenie społeczeństwa, powoduje zwiększone zapotrzebowanie liczniejszej grupy gospodarstw domowych na lokale socjalne. Niestety mieszkaniowy zasób gminny nie wzrasta w tym samym tempie. W artykule podjęto próbę oceny obecnej sytuacji ekonomiczno-społecznej gminnych zasobów w odniesieniu do lokali socjalnych w Polsce oraz potencjalnych kierunków ich rozwoju. Ma on stanowić odpowiedź, na ile obecnie posiadany zasób lokali socjalnych wypełnia lukę potrzeb mieszkaniowych ludności Polski o niższych dochodach.

Due to the growth in dwelling maintenance costs, the rising rent rates and population impoverishment, the households’ demand for public flats is increasing. Unfortunately, the municipal housing assets do not increase at the same pace. The aim of the paper is to assess the current economic and social situation of communal resources in relation to the public housing in Poland and the potential directions of their development. It is intended to discuss, to what extent the current resources of public flats meet the housing needs of the Polish low-income population.

W artykule przedstawione są podstawowe zagadnienia związane z gospodarowaniem komunalnym zasobem mieszkaniowym, w formie studium przypadku, trzech gmin województwa śląskiego: Świętochłowic, Piekar Śląskich i Zawiercia. Pokazana jest struktura wieku zasobu mieszkaniowego tych gmin, jego wielkość, zmiany oraz poziom finansowania. Zwrócono także uwagę na zmniejszanie się liczby gminnych lokali mieszkalnych mimo wzrastającego ich deficytu.

The article depicts, in a case study form, basic issues related to the municipal management of the housing stock in three communes located in the Śląskie Region: Świętochłowice, Piekary Śląskie, and Zawiercie. Elements shown in the article include the age structure of the housing stock, its size, changes, and level of financing. The author has also noted a decrease in the number of municipal dwellings although the related deficit is increasing.
