The article presents the possibility of applying the method of portfolio analysis to assess the situation on the voivodeship labour markets, and then to use its results in the allocation of the Labour Fund in the active labour market programs. The analysis was based on four diagnostic variables, namely, the registered unemployment rate, the ratio of unemployed to the population working outside agriculture, the proportion of long-term unemployed and the employment ratio. Used in the analysis of figures from reporting the current Policy, the Labour Force Survey and the Labour Fund's financial plan. Obtained by analysis and evaluation of proposals are of great value for the practice of cognitive conduct proper labour market policies and indicate the desirability of its spread in the work of employment services.

This study presents the structure and tendencies in long-term unemployment in Poland in the years 2008-2012. This study identifies the groups of people with an increased risk of long-term unemployment. The analyses produced the following conclusions. The groups with the highest risk of long-term unemployment include: singles, people aged of 55 and above and people with a low level of education. Young people with university and general secondary education faced the lowest risk of long-term unemployment.

Despite the growing number of workplaces and a wide range of legal instruments available for local labour offices, some of the unemployed still do not work. This usually leads to a significant lowering of their living conditions level as well as to the necessity of help from social welfare. There appears a question of whether this situation is a conscious personal choice or the result of public services inefficiency. Another question is that of what conditions should be satisfied in order to increase the efficiency of the public services involved in the helping activities. The aim of the article is to present the report on the research done in December 2016 among the workers of regional labour offices and social welfare centres. The subject of the research was the problem of long-term unemployment among social services beneficiaries.

Część bezrobotnych, pomimo zwiększającej się liczby miejsc pracy i sporego instrumentarium ustawowego będącego w dyspozycji powiatowych urzędów pracy, nadal pracy nie podejmuje. Przekłada się to zazwyczaj na istotne pogorszenie ich jakości życia i konieczność korzystania ze świadczeń społecznych. Ważnym staje się pytanie, na ile jest to świadomy wybór, a na ile konieczność spowodowana niewydolnością służb publicznych. Pytaniem pozostaje również, jakie warunki powinny być spełnione, aby skuteczność służb zaangażowanych w proces pomocowy wzrastała. Celem mojego artykułu jest przedstawienie komunikatu z badań przeprowadzonych w grudniu 2016 roku wśród pracowników powiatowych urzędów pracy i ośrodków pomocy społecznej. Przedmiotem badań był problem długotrwałego pozostawania bez pracy osób korzystających z pomocy tych instytucji.

The aim of the article is to collect information regarding the implementation of public work projects by local labour offices in Polandin a comprehensive form and to research the effectiveness of this instrument in the activation of the unemployed. The scope of the analysis wasnarrowed down to the years 2015–2017 and due to the good economic situation, the participation of the long-term unemployed was particulartaken into account.

Celem artykułu jest zebranie w syntetycznej formie informacji dotyczących realizacji robót publicznych w Polsce przez powiatoweurzędy pracy oraz zbadanie skuteczności tego instrumentu w aktywizacji osób bezrobotnych. Zakres analizy został zawężony do lat 2015–2017,przy czym ze względu na dobrą sytuacje gospodarczą szczególnie brano pod uwagę uczestnictwo w nich osób długotrwale bezrobotnych.
