This article presents analysis of police systems in different countries among others Poland, the USA, Great Britain, Germany, the Netherlands and France.According to it the author concludes that the police systems in the selected countries show great similarity taking into consideration the rules of organisation and functioning. However, a significant difference is present in the French Police if we consider the level of centralization. It results from the presence of the organizational unit of a centralized nature in the structure of the ministry of internal affairs. In case of the Dutch Police there is a unique solution – there is not a central police body but at the same time there are institutions which standardize the functioning of all police service. The organization of police service corresponds to the administrative division of particular countries.There are elements of management of processes which result from the acceptance of principles of management through quality in the Police service of all countries, besides the French Police dominated by management through objectives. Setting high requirements towards police officers is noticeable in the case of each Police service studied here. At the same time there are incentive schemes based on the use of pay and non-pay benefits. The exception is the English Police which gave up the incentive scheme.

The article presents modern approach to the concept of community policing, taking into account the need to meet the diverse needs of communities in theoretically homogeneous societies. The author presents situation of Poland in the context of political and economic changes, including a historical perspective, focusing on the factors which condition the diversity of needs resulting in the modern community policing concept. In the paper, the author compares the levels of crime in the countries of Central and Eastern Europe, following their transformation process, and also indicates significant similarities in the policies of crime prevention and control. In addition, a pertinent analysis of the reasons for the increase in crime in these countries is presented, as well as important guidelines for police executives on the use of proactive and reactive strategies in the context of differences in theoretically homogeneous societies. Based on the business and system model, the correct approach to these issues is presented, characterized by a novel recognition in the area of market segmentation characteristics for product strategy. The article indicates that the identification of segments in society and their needs fulfilment should be based on policing practices moderated by scientific reasoning. The proposed trends apply both to the officers and the entire police organization, while the changes require that the role of police in society be determined as perceived by the police themselves and the public. In the context of the suggested model, the guidelines of legal, human and scientific nature are presented.

Ocena efektywności procesów produkcyjnych jest obecnie jednym z kluczowych elementów zarządzania przedsiębiorstwem. Istotnym problemem związanym z oceną efektywności procesów jest wpływ pracowników przedsiębiorstwa, którzy z różnych powodów mogą zakłamać lub zniekształcić jej wynik. Niniejszy artykuł zawiera wyniki badań przeprowadzonych na przestrzeni kilku lat w jednym z przedsiębiorstw z branży motoryzacyjnej, których głównym celem była odpowiedź na pytanie: W jaki sposób na metody i wyniki oceny efektywności procesów produkcyjnych wpływa czynnik ludzki?

Evaluation of the effectiveness of manufacturing processes is one of the key elements of business management. A major problem associated with the assessment of the effectiveness of processes is the impact of the company's employees, who can falsify or distort the result for various reasons. This article contains the results of research conducted over several years in one of the companies in the automotive industry, whose main objective was to answer the question: How is the human factor affecting methods and results of evaluation of the effectiveness of manufacturing processes?

ABSTRAKT: Od kilku lat możemy w Polsce obserwować swego rodzaju „walkę” miast o mieszkańca. Wiele miast także dzięki temu zaczęło zarządzać, a nie tylko administrować. Miasto staje się produktem, ale także oferentem dóbr, za które mieszkaniec, przedsiębiorca, turysta, będąc w  pewnym sensie klientem, płaci w formie podatków, a także rozmaitych, dodatkowych opłat. Takie spojrzenie na zależności między miastem a „klientem” doprowadziło do spopularyzowania marketingu terytorialnego. Celem artykułu jest zidentyfikowanie możliwości wykorzystania innych niż tradycyjne sposobów kształtowania wizerunku miasta. Przykłady empiryczne instrumentów kształtowania wizerunku miasta zostaną przedstawione w oparciu o obserwację tego typu działań wykorzystywanych we Wrocławiu.

ABSTRACT: There is observable phenomenon concerning cities activity leading to competition for citizens. Many of cities start to govern not only to administrate. City becomes a product as well as provider of products and services. For that reason citizen, entrepreneur or tourist being in some sense a customer has to pay in form of taxes and other charges. Such perspective of perceiving relationships between city and customer has influence the popularity of regional marketing. The main aim of presented paper is to identify instruments allowing governance of city’s image. Empirical proofs regarding those instruments are illustrated on the example of Wroclaw city.

The article discusses the problem of the management of the forest real estate in Poland. The main focus has been put on the properties owned by The State Treasury and administered by The State Forests National Forest Holding. The purpose of the article was to define the economic challenges of effective forest property management which does not involve completion of statutory duties. In addition, the basic institutional and legal barriers to the effective management of property entrusted with authorized entities have been identified.

W artykule podjęto problem gospodarowania nieruchomościami leśnymi w Polsce, czyli zagadnienie stosunkowo słabo rozpoznane w literaturze przedmiotu. Uwagę skupiono na nieruchomościach Skarbu Państwa będących z zarządzie Państwowe Gospodarstwo Leśne Lasy Państwowe. Celem artykułu było zdefiniowanie ekonomicznych wyzwań związanych z efektywnym gospodarowaniem, częścią zasobu nieruchomości leśnych, która nie jest związana z realizacją zadań ustawowych. Dodatkowo zidentyfikowano podstawowe uwarunkowania instytucjonalno-prawne, które mogą stanowić barierę dla efektywnego rozporządzania powierzonym majątkiem, przez uprawnione podmioty.
