Uzasadnieniem związków metropolitalnych jest m.in. wykonywanie zadań publicznych z zakresu planowania i zagospodarowania przestrzennego. W świetle obowiązującej ustawy z dnia 9 października 2015 r. o związkach metropolitalnych instrumentem służącym do realizacji tego zadania jest ramowe studium uwarunkowań i kierunków zagospodarowania przestrzennego związku metropolitalnego. W niniejszym artykule autorzy przedstawili jego funkcję oraz konstrukcję prawną.

The aim of metropolitan unions existence is to execute public tasks in the field of spatial planning. According to the binding Act on metropolitan unions from October 2015 (Ustawa z dnia 9 października 2015 r. o związkach metropolitalnych), the instrument intended for the aforementioned task execution is constituted by the framework of stipulated directions and conditions of spatial planning devised by the metropolitan union. In the following article the authors presented not only the framework’s function but also its legal construction.
