The article addresses the problem of the process of the financialization of local self-government units. First of all, the characterization of this phenomenon is made, then a measurement proposal is presented, using the analysis of the structure of balance sheet assets and liabilities and the debt of metropolitan cities in 2007–2017. The research results lead to inconclusive conclusions. In the early years of the research period, increasing indicators of the financializaton of assets and liabilities, as well as an increase in debt, were observed, which indicated the symptoms of the financial crisis. In the second part of the research period, the values of the indicators characterizing the indebtedness of metropolitan cities decreased, but the financialization assets and liabilities ratios increased slightly. The final assessment of these trends will be possible in the longer term and will require consideration of other, immeasurable factors, such as a city’s financial policy, statutory law, and the quality of public services provided by municipalities.

W artykule podjęto problem procesu finansyzacji jednostek samorządu terytorialnego. W pierwszej kolejności dokonano charakterystyki tego zjawiska, następnie przedstawiono propozycję jego pomiaru wykorzystującą analizę struktury aktywów i pasywów bilansu oraz zadłużenia miast metropolitalnych w latach 2007–2017. Wyniki badań prowadzą do niejednoznacznych wniosków. W początkowych latach okresu badawczego zaobserwowano rosnące wskaźniki finansyzacji aktywów i pasywów, jak i wzrost zadłużenia, co wskazywało na przejawy kryzysu finansowego. W drugiej części okresu badawczego wartości badanych wskaźników charakteryzujących zadłużenie miast metropolitalnych zmalały, ale wskaźniki finansyzacji aktywów oraz pasywów nieznacznie wzrosły. Ostateczna ocena tych tendencji będzie możliwa w dłużej perspektywie czasu i wymagała będzie uwzględniania także innych, niemierzalnych czynników, takich jak: polityka finansowa miast, stanowione prawo lub jakość usług publicznych świadczonych przez samorządy miejskie.

In the present European Union economic and financial crisis and the enlarging size of public debt, the instruments, which prevent the financial risk and ensure the financial safety, play an important role. This issue is important for Europe, the State and also for local government. Activities of local governments have a significant impact on the formation of public debt, and thus on financial security. In order to ensure the economic and financial security there exist different forms of control, including financial control, control of activities of the State and local government. The scope of this issue depends on the type of local government units. The scope of financial management control in small municipalities is different from the one in large cities. Metropolitan cities have specific problems, therefore issues of control, controlling and controlled entities, the subject and scope of control are also specific. Financial control in the broad sense is a particular type of control. Financial control can be divided into internal, external, and internal audit. The most important are external controls carried out by the Supreme Chamber of Control (NIK), the Regional Audit Office (RIO), the Tax Inspection Office, the Provincial Office, the Marshal's Office and other entities, where, in principle, there is no overlap between the subject of the control carried out by different entities. Recently the increase of controls related to the use of EU funds can be seen, due to the expiry of the period of settling accounts associated with the completion of the EU's Financial Perspective.

W artykule starano się przedstawić powiązania pomiędzy zmianami liczby bezrobotnych w sześciu największych miastach w Polsce oraz odpowiadających im obszarach podmiejskich i peryferyjnych. W przeprowadzonych analizach wykorzystano modele VAR. Wyniki wskazują, że największą elastycznością charakteryzowała się liczba bezrobotnych w miastach, a najmniejszą – na obszarach peryferyjnych. Długookresowe powiązania liczby bezrobotnych zachodziły jedynie pomiędzy częścią miast i ich suburbiów. Silniejsze związki o charakterze krótkookresowym stwierdzono pomiędzy miastami i ich suburbiami, ale wyniki były zróżnicowane w zależności od miasta.

The paper aims to show the relationship between changes in the number of the unemployed in the six largest cities in Poland and the corresponding suburban and peripheral areas. The performed analyses use VAR models. The results indicate that the number of the unemployed is the most flexible in cities, and the smallest in peripheral areas. Long-term relationships in unemployment occurred only between some cities and their suburbs. Stronger short-term relationships were found between cities and their suburbs, but the results varied depending on the city.
