Głównym celem niniejszego artykułu jest charakterystyka agencji UE, którą jest Europejska Agencja Straży Granicznej i Przybrzeżnej (Frontex), a także przedstawienie jej roli w systemie zarządzania granicami zewnętrznymi UE. W pierwszej części autorzy przedstawiają podstawowe informacje dotyczące polityki azylowej i migracyjnej UE. Następnie opisują system zarządzania granicami zewnętrznymi UE oraz wskazują na rolę Frontexu w tym systemie, charakteryzując jego instrumenty, tj. EUROSUR, ETIAS i FADO. W głównej części autorzy skupiają się na strukturze i zadaniach tej agencji. W podsumowaniu zwracają uwagę na zmiany globalizacyjne, kulturowe, gospodarcze i militarne, które niosą ze sobą poważne zagrożenia, powodując zachwianie stabilnej egzystencji obywateli Unii Europejskiej. Artykuł dowodzi także, iż agencja Frontex znacznie przyczynia się do zwiększenia poziomu bezpieczeństwa Unii Europejskiej. Główny problem badawczy został wyrażony pytaniem: Jaki wpływ na bezpieczeństwo granic Unii Europejskiej ma działalność Europejskiej Agencji Straży Granicznej i Przybrzeżnej? Przyjęto następującą hipotezę: Agencja Straży Granicznej i Przybrzeżnej poprzez swoje działania zwiększa poziom bezpieczeństwa granic Unii Europejskiej. Dopełnieniem głównego problemu badawczego są następujące problemy szczegółowe: Na czym polega polityka azylowa i migracyjna UE? Jakie zadania wykonuje Frontex w celu zwiększenia bezpieczeństwa granic? Oraz: Jakimi posługuje się narzędziami w systemie zarządzania granicami? Weryfikacja hipotezy oraz uzyskanie odpowiedzi na powyższe pytania wymagały zastosowania metod jakościowych, w tym: dokonania krytycznej analizy aktów prawnych, dokumentów strategicznych i wybranych pozycji literatury przedmiotu. Uwzględniono także dotychczasową wiedzę autorów w zakresie tej problematyki.

The main purpose of this article is to describe the EU Agency, which is the European Border and Coast Guard Agency (Frontex), as well as to present the role it plays in the EU’s external border management system. In the first part of the article, the authors present basic information on the asylum and migration policy of the EU. Then they describe the EU’s external border management system and indicate the role of Frontex in this system, characterizing the Agency's instruments, i.e. EUROSUR, ETIAS, and FADO. The main part of the article focuses on the structure and tasks of Frontex. In summary, they draw attention to globalization, cultural, economic, and military changes, which bring with them serious threats and disturb the stable existence of citizens of the European Union. The article also shows that the Frontex Agency significantly increases the level of security of the European Union. The main research problem was expressed by the following question: What impact does the activity of the European Border and Coast Guard Agency have on the security of the European Union's borders? The following hypothesis was adopted: the Border and Coast Guard Agency, through its activities, increases the level of security of the borders of the European Union. Complementary, to solve the main research problem, the following specific problems are: What is the EU’s asylum and migration policy? What tasks does Frontex perform to enhance border security? and what tools does it use to enhance the border management system? Verification of the above hypothesis and obtaining of answers to the above questions required the use of qualitative methods, including critical analysis of legal acts, policy documents, and selected items of literature on the subject. The authors’ previous knowledge of the issue was also taken into account.
