After the collapse of the bipolar system, the Soviet Union, and then its heir, the Russian Federation, lost its position as a global player in favour of US hegemony. The arms race was abandoned, reduction of military spending began, and Russian troops were withdrawn from most bases outside the country. The changing conditions of Russia’s security, NATO enlargement, and loss of influence in many regions of the world have prompted the Russian authorities to change their security policy and restore the former balance. The security policy of the Russian Federation aimed at rebuilding its superpower position in the world is implemented, among others, through their military presence outside its borders. The use of this instrument in foreign policy serves both to regain a dominant role and to pursue particular interests – including internal ones. A critical analysis based on the literature on the subject, strategic documents of the Russian Federation, and reports and articles available on the Internet confirms the assumption that the Russian Federation successfully strengthens its position in the world, thus strengthening not only the security of the state, but also manifesting its power.

В статье анализируются подходы к определению понятия «гибридные войны», проблемы расширения зон ведения гибридных войн. В статье констатируется, что активность государств в построении национальных стратегий безопасности исходит из необходимости диверсификации инструментов и методов защиты государственных интересов, отстаивания внешнеполитических интересов. Сетевые и информационные технологии используемые в условиях ведения гибридной войны способны поставить под угрозу и объект и субъект политического воздействия. Проблематика гибридных войн нуждается в более глубоком методологическом и теоретическом обосновании, концептуализации подходов и методов реализации национальных стратегий безопасности, осознания внешнеполитических и внутриполитических рисков реализации гибридных инструментов ведения стратегических операций.

The article is devoted to the analysis of different approaches to the definition of “a hybrid war”, the problems of expanding the area where the hybrid wars are conducted. The author concludes that the activity of the states in the construction of national security strategies is based on the necessity of diversification of the instruments and the methods of protecting the state interests, as well as pursuing interests in external policy. Network and information technologies used in the conditions of ongoing hybrid war may pose a threat to the object and the subject of political influence. The problem of hybrid wars requires a deeper methodological and theoretical reflection, justification, conceptualization of the approaches and methods of implementing national security strategies, it also requires the awareness of the external and internal political risk factors during the implementation of hybrid instruments during strategic operations.

В статье анализируется стратегия и принципы построения стратегии национальной безопасности Российской Федерации, рассматриваются приоритеты обеспечения национальной безопасности. Доктрины в сфере безопасности направлены на безопасность в сфере военной, политической, информационной обстановки. В статье выделены приоритетные задачи в области национальной обороны Российской Федерации. В обзоре проанализированы стратегии комплексной безопасности стран Балтийского региона – Эстонии, Литвы, Латвии; анализируется доктрина «тотальной обороны» Эстонии, порядок и формы ее реализации. Анализируется эффективность доктрины «тотальной обороны» Эстонии, констатируется, что страны Прибалтики рассматривают различные варианты по повышению безопасности, концепции “тотальной обороны”, основывается на защите позиции нейтралитета, оборонная политика стран основывается на сотрудничестве с крупными европейскими и региональными странами (Финляндия, Швеция, Польша). В статье констатируется, что военная безопасность стран связывается с необходимостью углубления сотрудничества с НАТО. Анализируется доктрина территориальной обороны Эстонии, Латвии, Литвы, направления оборонной политики и территориальной безопасности.

The article analyzes the strategy and principles of building the national security strat-egy of the Russian Federation, considers the priorities of ensuring national security. Security doc-trines are aimed at security in the military, political, and informational environment. The article highlights the priority tasks in the field of national defense of the Russian Federation. The review analyzes the integrated security strategies of the countries of the Baltic region – Estonia, Lithuania, Latvia; analyzes the effectiveness of the doctrine of “total defense” of Estonia, the procedure and forms of its implementation. It is stated that the Baltic countries are considering various options to improve security, the concept of “total defense”, is based on the protection of the position of neu-trality, the defense policy of the countries is based on cooperation with large European and regional countries (Finland, Sweden, Poland). The article states that the military security of countries is associated with the need to deepen cooperation with NATO. The doctrine of territorial defense of Estonia, Latvia, Lithuania, directions of defense policy and territorial security is analyzed.

W artykule zbadano naukowe znaczenie państwowej polityki wojskowej Centralnej Rady. Przedstawiono w nim rozmieszczenie ruchu wojskowego i działalność organów wojskowych Ukraińskiej Republiki Ludowej. Omówiono znaczenie i wpływ doświadczeń polityki wojskowej Centralnej Rady dla dzisiejszego rozwoju państwa. Analizie poddano działalność normatywną w sferze wojskowej w czasach Centralnej Rady i Niepodległej Ukrainy. Podkreślono kwestię sytuacji prawnej, materialnej i społecznej personelu wojskowego sił zbrojnych z lat 1917–1919. Porównano wojskowe normy prawne czasów Centralnej Rady z normami wojskowymi w latach Niepodległości Ukrainy. Konieczne było uzupełnienie tych dokumentów przez szczegółowe określenie roli i funkcji personelu wojskowego w formacjach wojskowych jako elementu wojskowej polityki bezpieczeństwa. Priorytetem w systemie bezpieczeństwa narodowego jest rozwój, zachowanie, zapewnienie i doskonalenie aktów regulacyjnych i prawnych. Przeanalizowano podstawowe dokumenty, które określały politykę bezpieczeństwa narodowego w czasach Centralnej Rady, ich znaczenie dla dzisiejszego rozwoju Sił Zbrojnych Ukrainy.

The article examines the scientific significance of the state military policy of the Central Council. It outlines the deployment of the military movement and the activities of the military bodies of the People's Republic of Ukraine. The significance and influence of the experience of the military policy of the Central Council for the present-day development of the state is delineated. Normative activity in the military sphere during the period of the Central Council and Independent Ukraine is analyzed. The issue of the legal, financial, and social situation of the military personnel of the Armed Forces between 1917 and 1919 is highlighted. The military legal norms of the period together with the military norms from the Independence of Ukraine are analyzed. The need to supplement these documents is proven, in particular by a detailed description of the role and function of the military personnel in the military formations as a component of military security policy. It is emphasized that the main priority in the national security system is the development, preservation, provision, and improvement of the regulatory and legal acts. The basic documents that defined the state policy of national security during the Central Council period as well as their significance for the present-day development of the Armed Forces of Ukraine are analyzed.
