The mobile phone has become an inseparable ‘life partner’ and a reason of appearance of new forms of people’s behaviour, as well as new means of communication, which influence social life. Undoubtedly, benefits related to possessing and using a mobile phone are significant, however, it is crucial to remember about threats which result from inappropriate usage of mobile phones, especially by children and the youth. The article focuses on excessive usage of mobile phones and their influence on a young man. The matter of the analysis are interpretations of the definition of addiction and the mobile phone is indicated as a source of mental addiction. Kinds of mobile phone addiction are characterised, as well as typical behaviour features of an addicted person. The article is an attempt of presenting results of an inappropriate usage of mobile phones, phonoholism, by children and the youth, as well as adult people. In its final part the article presents cogitations of a schoolgirl upon the phenomenon of phonoholism and its influence on a young man.

W artykule skoncentrowano się na identyfikacji zmian zachodzących na polskim rynku usług telekomunikacyjnych i tendencjach jego rozwoju, uwzględniając następujące subrynki: telefonię stacjonarną, telefonię mobilną (komórkową) oraz rynek usługi dostępu do Internetu. Ponadto zwrócono uwagę na relatywnie nowe zjawisko, jakim jest pakietyzacja usług. Artykuł przygotowany został na podstawie danych GUS, materiałów zaczerpniętych z Urzędu Komunikacji Elektronicznej (UKE) oraz cyklicznych badań ankietowych prowadzonych wśród abonentów przez wyspecjalizowane agencje badawcze. Jego trzon stanowi analiza i ocena poszczególnych subrynków oraz preferencji i zmian w sposobie korzystania z usług telekomunikacyjnych przez badanych konsumentów indywidualnych, która objęła lata 2008-2012.

In his article, the author focused on identification of changes taking place in the Polish market for telecommunication services and tendencies of its development, taking into account the following submarkets: fixed telephony, mobile (cellular) telephony and the market for Internet access services. Moreover, he paid attention to a relatively new phenomenon which is service bundling. The article is prepared on the grounds of CSO (GUS) data, materials taken from the Office of Electronic Communications (Urząd Komunikacji Elektronicznej, UKE, in Polish) and cyclic surveys conducted among subscribers by specialised research agencies. Its core is an analysis and assessment of individual submarkets as well as preferences and changes in the way the telecommunication services are used by the surveyed individual consumers, which comprised the years 2008-2012.

The issues related to the effect of electromagnetic fields on people provoke numerous controversies and fears. Electromagnetic fields are generally unnoticeable by human beings, and at the same time the society is not aware of their effects. Having this in mind, NIK conducted an audit which focused on the evaluation of the activities of bodies responsible for control and supervision of the permissible level of electromagnetic fields, and the effectiveness thereof, in the vicinity of mobile telecommunication station bases. The audit also comprised the state’s monitoring of the environment affected by electromagnetic fields. Since the use of mobile phones has become common, especially in the case of children and teenagers, the audit also verified the educational and health activities in the area, which should promote the use of mobile devices in such a way so that it provided for avoiding excessive exposition to electromagnetic radiation.

Artykuł przedstawia najważniejsze aspekty regulacji rynków zakańczania połączeń w sieciach telefonii ruchomej w Unii Europejskiej, w szczególności sposób ustalania wysokości stawek za zakańczanie połączeń. Kluczowe w tym zakresie jest wydane w 2009 r. Zalecenie Komisji Europejskiej, które w sposób precyzyjny określiło dalsze kierunki tej regulacji na poziomie wspólnotowym. W celu zobrazowania praktyki regulacyjnej jaka ma obecnie miejsce w artykule omówiono również wybrane propozycje krajowych organów regulacyjnych, jakie zostały przedstawione Komisji Europejskiej w ciągu ostatniego roku.

The article presents the main aspects of regulation of the markets for call termination on mobile networks in the European Union, in particular the methods of determining the termination rates. Key in this regard is issued in 2009, the Commission’s Recommendation, which accurately determined the future course of regulation at Community level. In order to illustrate the regulatory practice, which is currently taking place, the article also discusses selected proposals of national regulatory authorities, which were notified to the European Commission over the last year.
