Article describes the books of two authors, who try to compare Russian and Iranian revolutions and political development generally. Whereas Ghoncheh Tazmini uses Hegelian structuralist approach, that sees these revolutions as an inevitable result of modernization from above, another Iranian political scientist Zhand Shakibi puts stress on the role of human actor – pre-revolutionary monarch and his (miss)management of the situation in explaining the origins of revolution. Shakibi applies the human agency perspective to the analysis of the character of pre-revolutionary monarch and his modus operandi. According to Shakibi the structural variables did not by themselves cause the revolution, they create only potential for revolution. The revolutions must be explained by describing complex interactions between structural variables and modus operandi of the monarchs.

This paper deals with exchanges and misunderstandings between the German school of social history (most prominently represented by scholars from the University of Bielefeld (such as Hans-Ulrich Wehler) and Anglo-American trends in historical sociology (exemplified by the works of Barrington Moore, Theda Skocpol and Michael Mann). The social historians tended to dismiss historical sociology as too dependent on modernization theory, without taking into account the critique of that tradition by authors who brought processes of state formation and revolutionary change into the debate. On the other side, mainstream historical sociology worked with assumptions that limited its ability to change the terms and directions of sociological discourse, and to assimilate lessons from history. Among these inbuilt biases, organizational realism and materialism - particularly pronounced in the work of Michael Mann - stand out as particularly important. The paper closes with arguments in favour of bringing more history into historical sociology, with particular emphasis on three sets of problems. There is a need for more historical approaches to differentiation, less dependent on functionalist premises than the hitherto prevalent paradigm. A more explicit thematization of temporality in history and society would, among other things, help to clarify issues linked to the notion of path dependency. Finally, a reconsideration of the models and types of explanation in historical sociology would place more emphasis on their interpretive dimension.

The local government reform of 1990 restored independence in Polish public life to communes which, by law, became self-governing communities with legal, political and economic subjectivity. The reform launched the layers of civic activity, introduced the principle of subsidiarity to Polish public life, accelerated economic development, and enabled the full expansion of technical and social infrastructure. This article presents the results of the analysis of the local development of West Pomeranian communes in the years 1997-2020. In the analysis, we will use the Territorial Communities Development Index (WRWT), which allows us to observe changes in the development ranking of communes. Further, the correlates of the development observed in this period will be indicated.

Reforma samorządowa z 1990 r. przywróciła w polskim życiu publicznym samodzielność gminom, które z mocy prawa stały się wspólnotami samorządowymi posiadającymi podmiotowość prawną, polityczną i ekonomiczną. Reforma uruchomiła pokłady aktywności obywatelskiej, wprowadziła do polskiego życia publicznego zasadę pomocniczości, przyspieszyła rozwój gospodarczy, a także umożliwiła pełną rozmachu rozbudowę infrastruktury technicznej i społecznej. W niniejszym artykule zostaną przedstawione wyniki analizy rozwoju lokalnego gmin Pomorza Zachodniego w latach 1997–2020. W analizie posłużymy się wskaźnikiem rozwoju wspólnot terytorialnych (WRWT), który pozwoli na zaobserwowanie dokonujących się zmian w rankingu rozwojowym gmin. W dalszej części zostaną scharakteryzowane korelaty zaobserwowanych w tym czasie zmian.
