W artykule podjęto problem niezbędnych przeobrażeń funkcjonalno-przestrzennych na wybranym obszarze Białegostoku wraz z doborem optymalnej funkcji tego obszaru. Analizowany obszar obejmuje 33 nieruchomości gruntowe, położone na obrzeżach centrum w bezpośrednim sąsiedztwie kampusu Politechniki Białostockiej. Uwzględniono przy tym zapisy zawarte w miejscowym planie zagospodarowania przestrzennego i przeanalizowano 4 potencjalne warianty zmiany funkcji tego obszaru. W analizie zastosowano wybrane narzędzia wielokryterialnego wspomagania decyzji (MCDM) i 3 popularne metody (AHP, PROMETHEE oraz TOPSIS). W rezultacie zaproponowano optymalny sposób zagospodarowania analizowanego obszaru.

The aim of this article was to point out necessary functional transformations on the selected area in Bialystok. Moreover, optimal features of this area were to be selected. Examined the area comprises of 33 real estates located on the outskirts of the centre in the immediate vicinity of the Bialystok University of Technology campus. Issues included in the local zoning plan have been taken into account. Moreover, 4 possible variants of the features for this area were examined. The selected tools of multi-criteria decision making (MCDM) and 3 popular methods (AHP, PROMETHEE and TOPSIS) were used during the analysis. As a result, the optimal function was proposed for the analysed area.

Purpose: Organic and integrated production of vegetables are the two most common production systems in Slovenia. The study analyzed two production systems with different cultures as alternatives with purpose to find the most appropriate variants. Design/Methodology/Approach: The study based on the development and integration of developed specific technological- economic simulation models for the production of vegetables (salad, growing peppers, salad cucumbers, pickling cucumbers, round and cherry tomato) in greenhouse and multi-criteria decision analysis. The methodology of the study based on the DEX methodology and the analytical hierarchy process (AHP) of organic (ECO) and integrated production (IP) in greenhouse. Results: The evaluation results show that both cultivation methods of commercially attractive vegetables in greenhouse are variable. In the case of integrated production, the assessment of multi-criteria decision analysis EC and DEXi showed that salad (Donertie F1) proved to be the best possible alternative. In the case of organic production, the multi-criteria analysis assessment of pickling cucumbers (Harmony F1) is the best possible business alternative. Conclusion: For the further production planning process by decision maker is the ranking with Expert Choice (EC) more useful and precise, while the DEX evaluations are more descriptive.

Due to the multifaceted nature of the revitalisation process, its evaluation and monitoring, as well as possible comparisons, are complex and difficult to carry out. Evaluation of the revitalisation process currently poses a challenge for all municipalities. The article aims to compare the revitalisation process in the two Polish cities of Toruń and Bydgoszcz. The analysis was based on two financial perspectives: 2007–2015 and 2016–2023. The authors chose a multi-criteria analysis method based on the analytical hierarchical process (AHP) as the main research method. The results show that the Local Revitalisation Programme of the City of Toruń for the years 2007–2015 had the best impact on the revitalisation process. Using the AHP method, we could carry out a multidimensional evaluation of the revitalisation process. Moreover, it allowed us to combine different elements of the evaluation of the revitalisation process and transform them into one synthetic result, ranking each programme in a hierarchy. At the methodological level, the article presents a new approach to conduct research in socio-economic geography, using the tool of multi-criteria analysis derived from the disciplines of economics and management sciences. Until now, the AHP method has not been used in the analysis of the revitalisation process, which confirms the innovative character of the conducted research.

Local economic environment is characterised by a range of economic, social, political and demographic parameters, based on which we can perform its analysis. Heterogeneity of relevant characteristics of the local economic environment imposes multiple criteria analysis as one of the suitable tools for the evaluation. Assessment of local economic environment often falls within the scope of group decision-making, as it is usually performed on the basis of an analysis of preferences of economic subjects or relevant experts on the issue of the economic environment at the local level. Regardless of whether it is based on economic subjects or expert group, in order to form a multi-criteria model, it is necessary to generate preferences of individuals into a single weight coefficient, which shows groups’ preference on the importance of each criterion. The subject of this paper is determination of weight coefficients in the multi-criteria model for the analysis of local economic development based on the preferences from a group of experts, by applying adequate statistical tools, and then by ranking local governments according to the quality of business environment perceived by the expert group.In addition to descriptive statistics and testing the significance of differences, in the paper is applied multi-criteria method Simple Additive Weights - SAW.

W przypadku procesu integracji barierą są różnice ekonomiczne i społeczne pomiędzy jednostkami gospodarczymi. Wiele organów administracyjnych podejmuje rozsądne i aktywne wysiłki, aby ograniczyć istniejące nierówności. W praktyce często trzeba uporządkować różne kwestie i argumenty i na tej podstawie podjąć decyzję. Podejmowanie decyzji może być intuicyjne lub odwrotnie, oparte na różnych metodach ilościowych. W artykule omówiono metody ilościowe podejmowania decyzji wielokryterialnych (MCDM), a mianowicie: Analitical Hierarchy Process (AHP), Technique for Preference by Clarity to Ideal Solution (TOPSIS) oraz Weighted Linear Combination (WLC) i ich wykorzystanie w projektach innowacyjnych. Autonomiczne oceny obiektów (projektów) wykonywane są na tym samym podstawowym zbiorze danych wspomnianymi metodami i są ze sobą porównywane. Do wzajemnych porównań wykorzystano współczynnik korelacji Spearmana. Wyniki testów wykazały, że badane metody nie dają wyników o ścisłej zależności, co oznacza, że kolejność tworzonych obiektów (projektów) zależy od zastosowanej metody.

In the case of the integration process, economic and social differences between economic units represent a barrier. There are reasonable and active efforts of many administrative bodies to transfer the existing inequalities to equalities. In practical life, it is often necessary to order different objects and take a decision based on it. Decision-making can be intuitive or, conversely, based on various quantitative methods. The paper discusses some quantitative methods of multi-criteria decision-making (MCDM), namely Analytical Hierarchy Process (AHP), Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS), and Weighted Linear Combination (WLC); and their use for innovation projects. Autonomous orders of objects (projects) are performed on the same basic data set by the above-mentioned methods, and they are compared with each other. The Spearman’s rank correlation coefficient was used for mutual comparison. The test results showed that the investigated methods do not provide results with a close dependence, which means that the order of objects (projects) created depends on the method used.

One of the key steps in the implementation of a public procurement process is the criteria selection that are associated with the bidders, which are intended to ensure that bidders will be able to meet the requirements from the contract. Implicitly, the criteria selection includes their evaluation in situations when the criterion of the lowest price is not applied, but instead the criterion of the most economically advantageous tender. The aim of the paper is to show that decision-makers in the public sector can use multi-criteria analysis for the efficient and fair public procurement process implementation and the establishment of objective conditions for the contract awarding in accordance with the general social interests. In this sense, the paper presents a comparative approach to the Analytic Hierarchy Process and Analytic Network Process as the methods of support in decision making, measurement and evaluation criteria for the selection of the best bids in the procurement process. Hierarchical model with five criteria and nine sub-criteria and the network model, which takes into account the mutual influences of criteria, were developed in a hypothetical public procurement selection procedure for the best performers for the construction of the infrastructure facility. Selection of the best bidder, i.e. bids for the realization of the work, is distinctive, multi-criteria problem which includes both qualitative and quantitative factors.

W artykule przedstawiono wykorzystanie metod analizy wielokryterialnej za pomocą których został zbadany potencjał gospodarczy województwa podkarpackiego. Z wielu czynników wpływających na rozwój oraz utrzymanie potencjału gospodarczego wyodrębniono 5 cech. Wyodrębnienia dokonano za pomocą metody AHP. Na podstawie wybranych cech dokonano badania metodą unitaryzacji zerowanej oraz metodą Czekanowskiego. Badanie wykazało, że wybór metody do analizy wielokryterialnej ma niewielki wpływ na grupowanie poszczególnych powiatów w województwie podkarpackim.

The article will outline the application of multi-criteria analysis by the use of which the economic potential of Podkarpackie Province will be examined. From numerous factors influencing the development and maintenance of economic potential, 5 features were distinguished. It was done with the aid of selection in the use of AHP method. On the basis of distinguished features the examination was made by the use of zero unitarization method as well as Czekanowski’s method. The examination showed that the choice of method for multi-criteria analysis has little effect on grouping of particular communes in Podkarpackie Province.

The selection of weapon systems involves a number of activities to choose the best system in relation to the predefined operational requirements and other vital criteria. In the case of surface to air missile systems competing for the NAREW program, attempts are being made to obtain an asset that will be capable of engaging a spectrum of air threats, under specified conditions, with a predefined high degree of probability. In order to make the right choice, it is necessary to an alyze information on performance and combat capabilities. Thus, the aim of this article is to develop a preliminary method of evaluating the capabilities of surface to air missile systems offered under the NAREW program. The theoretical foundation of the empirical study was provided by the method of literature content analysis. Using the methods of comparison and generalization, the author obtained data on the combat capabilities of surface to air missile systems expressed through their tactical and technical parameters. Among the empirical methods, the author applied the algorithm of a multi-criteria analysis and an assessment of the capabilities of surface to air missile systems based on the use of matrix calculus. The diagnostic survey, conducted by means of the questionnaire technique, made it possible to prioritize the adopted evaluation criteria and, consequently, to conduct proper research. The formulation of the final conclusions and establishing the links between the theoretical and empirical part of the study was achieved by means of a synthesis. The results obtained in such a manner may constitute a valuable information database, showing the directions that should be considered when selecting a short-range surface to air missile (SAM) System for Poland. The evaluations and suggestions included in this study can be used for prospective solutions and research conducted in a similar area.
