Budget of the EU: from its establishment until now

This paper provides a study of the evolution of common finances of the European Union (or European Communities). The development over time is presented and motivations for introduced changes, as was for instance the introduction of the multiannual financial perspective, are studied. Current procedure of accepting the annual budget and the multiannual financial framework is described. In the last part, patterns of changes in expenditures over time are analyzed; in particular, period 1988- 2020 is discussed.

Wieloletnie Ramy Finansowe przekładają priorytety polityki Unii Europejskiej na kategorie finansowe, a ich implementacja staje się odzwierciedleniem wizji integracji, jaka ma być realizowana w kolejnych latach. Proces negocjacji ram angażuje szereg podmiotów reprezentujących zróżnicowane interesy czy rozmaite perspektywy. Dodatkowo, proces ten jest warunkowany klimatem politycznym i gospodarczym. Negocjacje Wieloletnich Ram Finansowych na lata 2014-2020 odbywają się w wyjątkowych okolicznościach – w tle stale utrzymującej się, słabej kondycji gospodarczej państw dotkniętych skutkami kryzysu finansowego. Implikuje to naturalne pytanie o wpływ kryzysu gospodarczego na przebieg negocjacji oraz rozważania, na ile kształt przyjętych propozycji uwzględnia interesy poszczególnych państw członkowskich Unii Europejskiej, w tym Polski.

The Multiannual Financial Frameworks translate the policy priorities of the EU into financial categories. Their implementation becomes a reflection of the vision of integration to be pursued in the coming years. The negotiation process involves a number of entities representing different interests and/or perspectives. In addition, the process is conditioned by the political and economic climate. Negotiations on the Multiannual Financial Framework 2014-2020 are held in exceptional circumstances – against the background of a persistently poor economic situation of the countries affected by the financial crisis. This raises the obvious questions as to what impact the economic crisis has on the negotiations and how the shape of the adopted proposals takes into account the interests of individual EU Member States, including Poland.

The purpose of this paper is to analyze the impact of the European Union’s multiannual financial framework 2021–2027 on regional governance in Poland. The article is based on results of the research in the area of multilevel governance of the EU in the context of regional development. In particular, it aims to explore the influence of strategic and financial arrangements which might determine the processes of regional govern-ance in Poland. The paper shows the key proposals elaborated by the European Commission and their potential consequences for the Polish regions. The final section of the paper describes how a new mechanism in the area of the rule of law as part of the conditionality rule can limit the access to the European Structural and Investment Funds for Polish regions. The paper has been elaborated using the following two methods: 1) institutional analysis of the key EU law regulations in the area of multiannual financial framework and regional policy; 2) case study. The article also implements up-to-date scholarly findings included in available scientific literature. The added value of the article is that the subject in question is yet to be discussed extensively by researchers.

Na posiedzeniu w dniach 8-9 lutego 2013 r. Rada Europejska osiągnęła porozumienie w sprawie wieloletnich ram finansowych na lata 2014-2020. Stworzyło to podstawę do uzgodnień z Parlamentem Europejskim, którego zgoda jest niezbędna do ostatecznego przyjęcia budżetu wieloletniego, co powinno nastąpić w czerwcu 2013 roku. Wydatki na wspólną politykę rolną stanowią dużą część całego budżetu i tym samym przedmiot burzliwych sporów między państwami członkowskimi. W artykule analizowano wielkość i strukturę tych wydatków pod kątem znaczenia dla polskiej gospodarki żywnościowej.

At the summit meeting on 8-9 February 2013, the European Council reached an agreement on the multiannual financial framework for the period 2014-2020. This created a basis for consultation with the European Parliament whose approval is needed for the final adoption of the budget of the multiannual programme, which should take place in June 2013. Expenditure on the Common Agricultural Policy constitutes a large part of the whole budget and thus is subject to turbulent disputes between Member States. The article examined the size and structure of these expenditures taking into account their impact on Polish agriculture.

W artykule przedstawiono najnowsze koncepcje dotyczące modeli integracji europejskiej. Szczególną uwagę zwrócono na kwestie finansowe, tj. możliwe kierunki wydatkowania środków z budżetu Unii Europejskiej po 2020 r. pod kątem ewentualnych nowych, wspólnych strategii gospodarczych, społecznych i obronnych. Rozważania prowadzono, opierając się na metodzie scenariuszowej, w której najważniejszym elementem było pytanie dotyczące realności wprowadzenia w Unii Europejskiej federalizmu fiskalnego, a co za tym idzie, analizie poddano również polityczny aspekt ugrupowania, czyli możliwe zmiany o charakterze instytucjonalnym.

The article presents the latest concepts of integration models with particular attention to financial issues, i.e. the possible directions for spending EU funds after 2020 in view of possible new common economics, social and defense strategies. The reflections are based on a scenario approach, where the most important element is determining how realistically fiscal federalism can be introduced in the European Union. It follows from this that the analysis would have a political aspect, meaning possible institutional changes.
