The aim of the study is to determine the functional types of rural areas of the Lubelskie region and the characteristics of the functional structure depending on the value class represented by the area. In the light of the study the functional structure of rural areas of the region should be considered very diverse and dominated by units representing agricultural functions. The study revealed that the most valuable natural areas were characterized by a lower share of communes included in the agricultural and mixed functional types and a larger share of communes with a dominant forestry function and a major contribution to shaping and protection of the natural landscape and tourism.

Celem opracowania jest określenie typów funkcjonalnych obszarów wiejskich regionu lubelskiego oraz charakterystyka struktury funkcjonalnej w zależności od reprezentowanej przez dany obszar klasy cenności ekologicznej. W świetle przeprowadzonych badań strukturę funkcjonalną obszarów wiejskich regionu uznać należy za mało zróżnicowaną i zdominowaną przez jednostki reprezentujące funkcje rolnicze. Badania ujawniły, że obszary najbardziej przyrodniczo cenne charakteryzowały się mniejszym udziałem gmin zaliczonych do rolniczego i mieszanego typu funkcjonalnego oraz większym udziałem gmin o dominującej funkcji leśnictwa i znaczącym wkładzie w kształtowanie i ochronę krajobrazu naturalnego oraz turystyki. Opracowanie przygotowano w ramach projektu badawczego nr 2011/01/D/HS4/ 03927 pt. Ekologiczne uwarunkowania i czynniki rozwoju funkcji gospodarczych na obszarach przyrodniczo cennych województwa lubelskiego finansowanego ze środków Narodowego Centrum Nauki.

The paper contains the approach of description of premises related to labour resources use improvement. It is based on characteristics of changes in the number of people living in the countryside on the background of the tendencies of employment in agriculture, as well as of rural areas unemployment specificity. The author tended to verify the thesis that multifunctional development of rural areas is one of directions towards unemployment diminishing. On the other hand, it was concluded that important barriers for such a solution are both infrastructure underdevelopment and low level of professional skills of rural society. It was pointed out that a great chance for positive socioeconomic changes of the countryside is rational use of financial sources available after Poland’s EU accession.

One of the most important concepts in rural geography is the multifunctional development. In this concept, the postulated increase in the number of business entities is to lead to an improvement in the socio-economic situation. One of the ways to achieve multifunctionality may be creating local economic activity zones (LEAZ). They are created to stimulate entrepreneurship in local scale. The main purpose of the work is to determine the impact of local economic activity zones on selected factors describing socio-economic development of rural areas. The following research questions were posed: (1) In the communes after creating LEAZs, were the indicators of socio-economic development higher than the average in rural areas of voivodeship? (2) In the communes where LEAZs exist, were the indicators of socio-economic development higher within five years after the creation of LEAZs than before? (3) In the urban-rural communes where LEAZs work, were the effects more significant in the rural areas or in the city? In the research procedure, the index of average annual dynamics (the rate of change) and the Mann Whitney U test test were used primarily. The analysis shows that the average values of the dynamics in change indicators in the areas where LEAZ operates are higher or comparable with the average value for the rural areas. The study diagnosed the beneficial effect of the presence of large business entities in the LEAZ on employment growth in rural areas.

Głównym celem pracy jest omówienie uwarunkowań powstania i zasad działania zorganizowanych terenów inwestycyjnych w województwie wielkopolskim oraz określenie ich wpływu na wielofunkcyjny rozwój i stan zagospodarowania przestrzennego tego obszaru w opinii władz gmin. Przedstawiono teoretyczne podstawy działania terenów, na których wspierana jest przedsiębiorczość, przybliżono definicje i sformułowano klasyfikację stref aktywności gospodarczej oraz zróżnicowano je w stosunku do specjalnych stref ekonomicznych. Zaprezentowano charakterystykę i rozmieszczenie przedmiotowych terenów na obszarze województwa wielkopolskiego. Ponadto w artykule poruszone jest zagadnienie zasadności tworzenia lokalnych stref aktywności gospodarczej w oparciu o skutki ich funkcjonowania. Wyniki badań opracowano na podstawie odpowiedzi uzyskanych w ankietach rozesłanych do wszystkich urzędów gmin wiejskich i miejsko-wiejskich województwa wielkopolskiego. W ankiecie wzięło udział 127 gmin. Na ich terenie zidentyfikowano strefy aktywności gospodarczej zarówno należące do specjalnych stef ekonomicznych, jak i działające niezależnie od nich. Część stref jest aktywna, to znaczy działają w nich podmioty gospodarcze. Są one zróżnicowane pod względem powierzchni, uzbrojenia terenu, struktury własności gruntów czy uregulowań planistycznych

The main aim of this work is a discussion about the conditions of creating, as well as the functioning rules of organized investment zones in the analyzed region. Furthermore, their influence on multifunctional progress and state of development are covered. The paper shows theoretical foundations of activity in areas where entrepreneurship is supported. Along with explanation of important definitions, a classification of economic activity zones has been created and their difference from special economic zones (SEZ) has been outlined. This work also presents characteristics and location of subject areas in the Greater Poland Voivodeship. Moreover, it approaches the topic of validity of creating the economic activity zones, basing on the consequences of their functioning. The results of research were compiled on the basis of the replies to questionnaires, which were distributed to all commune offices in Greater Poland Voivodship.The survey was attended by 127 communes. On their territory they have been identified economic activity zones belonging to the Special Economic Zones as well as independent ones. The part of the zones are active. They are different and vary in size, utilities, ownership of land and planning regulations.

Poland’s accession to the EU has caused a necessity of harmonising Polish with the union law also in the field of energy law. It also enforces achievement of 7,5% share of energy from alternative sources in the total energy consumption in 2010. Execution of this international commitment will require more economic and legal support from the state. The development of alternative sources of energy creates chances of development of rural areas where these kinds of installations are being mostly located. This article presents an analysis of the economic efficiency of energy production on an example of 5 small hydroelectric power stations. The analysis is based on a comparison of full unit costs and unit revenue from energy sale. Bigger stations proved economically efficient while for the smaller the break even point is associated with an average water flow of 153 million m3/year.
