The article presents the history of the military higher education system, which is connected to the shaping of the Polish statehood as well as its present state. The structure of this type of education system was dependent on the e ectiveness of socio-economic, political and military activities of public authorities. However, it is only the November Uprising which is generally associated with the revolt of the o cers from the O cer Cadets School [Szkoła Podchorazych] in Warsaw. The changes which occur within the military education system on account of its adjustment to the requirements of the Act “Law on higher education” of 27 June 2005 are very positive. They accommodate military higher education institutions to the public system of higher education, they in uence the development and the quality of education in these institutions, they obliged them to implement the regulations arising from the National Quali cations Framework and to observe all the procedures arising from the legislations which are enacted in the domain of higher education by the competent public authorities.

The article presents an analysis of defense law in the legal system of the Republic of Poland in the context of its importance for the defense of the state. The author discusses the role of the state defense system in ensuring national security and presents defense law as a foundation for effective organization of this system. Moreover, the author analyzes the subject matter of defense law and points out the difficulties in its proper organization. The key issues discussed in the article are the need for defense law reforms and indication of the proposals as to the direction in which changes in this field of law should go.

The development and direction of Japan’s security policy is a topic of strategic importance in the region of East Asia, especially in the light of recent development of reinterpretation of the pacifist Constitution in terms of collective defense and its exercise. The aim of this article was to reveal and analyze trends and dissimilarities in Japan’s security policy after the end of the Cold War through the use of both quantitative and qualitative content analysis. The objects of the analysis were four subsequent revisions of National Defense Program Guidelines, a basic strategic document, from years 1995, 2004, 2010 and 2013. The first quantitative part revealed significant security concepts, which the strategic documents concentrated most on and their changes over time. The second qualitative part provided for a complex relationship model of security policy and influencing categories, and their gradual development in time.

W artykule przedstawiono wyniki badań dotyczących roli wojsk lądowych w zapewnieniu bezpieczeństwa militarnego RP. Uwzględniono aktualną sytuację geostrategiczną a zwłaszcza zagrożenie ze strony Federacji Rosyjskiej na obszarze transgranicznym. Dokonano oceny zagrożenia związanego z rosyjskimi działaniami asymetrycznymi i hybrydowymi oraz posiadanymi przez to państwo zdolnościami militarnymi, które wpływają na kształt dyskusji nad docelową liczebnością i wyposażeniem polskiej armii, jak również nad wyborem odpowiedniej strategii w obliczu możliwej agresji. W końcowych częściach artykułu skoncentrowano się na charakterystyce podstawowego wyposażenia wojsk lądowych obecnie i w nadchodzących dekadach.

The article presents the results of research on the role of the land forces in ensuring the military security of Poland. The current geostrategic situation and especially the threat from the Russian Federation in the cross-border area was taken into account. An assessment was made of the threat posed by Russian asymmetric and hybrid actions and the military capabilities available to the state, which shape the discussion of the target number and equipment of the Polish army, as well as the choice of an appropriate strategy in the face of possible aggression. The final sections of the article focus on the characteristics of the basic equipment of the land forces now and in the coming decades.

Artykuł charakteryzuje proces opracowywania dokumentów strategicznych w Stanach Zjednoczonych w latach 2017–2108. Głównym celem artykułu jest analiza procesu planowania w czasie rządów administracji prezydenta Donalda Trumpa oraz przedstawienie wniosków do wykorzystania w innych państwach. W treści artykułu znajduje się objaśnienie najważniejszych podstaw teoretycznych z obszaru planowania strategicznego, głównych procesów, jak również najważniejszych podmiotów organizacyjnych z obszaru bezpieczeństwa państwa. Artykuł skupia się jedynie na okresie 2017–2018 ze względu na znaczące zmiany, które zaszły w obszarze legislacyjnym, jak również udział w całym procesie planowania strategicznego kluczowych oficerów Sił Zbrojnych Stanów Zjednoczonych. W artykule wykorzystano technki oraz narzędzia badawcze z obszaru wojskowości, jednak szeroko zaprezentowano informacje dotyczące aktów prawnych czy odniesień historycznych w celu ułatwienia zrozumienia skomplikowanego procesu planowania strategicznego.

The article examines the development process of the national level security strategies in the United States. It explains the basic theory of the strategy-making, as well as the primary processes and relations among the major security enterprises. The author focuses on the 2017–2018 timeframe due to the significant changes in the U.S. legislative system and exceptional personalities involved in the strategy-making process. However, the article delivers a military perspective on strategy development. Still, it does not exclude general information on the U.S. political arena, legal framework, scope of the documents, or historical facts. These data facilitate a more comprehensive understanding of the complex political-military relations during the strategy-making process. The primary purpose of the article is to analyze coherent, layered strategic planning process during President Donald Trump administration (2017–2020) and draw significant conclusions, which other countries might implement in their planning system.
