Latem 1920 r. w obliczu zagrożenia państwa w wielu miejscowościach powstały ochotnicze Straże Obywatelskie, wspierające wojsko i policję w utrzymaniu porządku i bezpieczeństwa. Podobna formacja powstała w Płocku. Poza statutowymi zadaniami członkowie Straży wzięli też udział w obronie miasta przed wojskami bolszewickimi, a po odparciu nieprzyjaciela w przywracaniu porządku i zbieraniu porzuconego mienia i wyposażenia wojskowego. Na przełomie września i października 1920 r. Straż Obywatelska na terenie całego kraju – w tym w Płocku - została rozwiązana. Kilku najbardziej zasłużonych członków zostało odznaczonych Krzyżami za Męstwo i Odwagę i Krzyżami Walecznych.

In the summer of 1920, voluntary civic guard troops were formed in order to protect Polish towns from the threat coming from the east. They provided support to army and police in keeping order and security. A similar formation was established in Płock. Apart from its statutory tasks, members of the Civic Guard also took part in the defense of the city against Bolsheviks, and having repelled the enemy they participated in restoring order and in collecting the abandoned property and military equipment. At the turn of September and October 1920, the Civic Guard was dissolved around the country, including Płock. Several of the most distinguished members were decorated with the Cross for Bravery and Courage and the Cross of Valour.

Władysław Nowicki, a native of Podlasie, settled in Płock before the outbreak of World War I, where he became involved in the activity in POW. He was arrested in 1917 by the Germans and was imprisoned in the camp in Szczypiorno, and then in Havelberg. After being released from the camp, W. Nowicki participated in the disarming of the Germans in Płock in November 1918. During the Polish-Russian war of 1920, he served in 6 pp. Leg. and he fought in defense of Płock, for which he received the Cross of Valor. In the interwar period, he ran a large gardening farm and acted socially in the volunteer fire brigade, the Peowiak Union and the Polish Western Association. In February 1940, arrested by the Gestapo, he was shot in the woods of Łąck near Płock.

Władysław Nowicki, pochodzący z Podlasia, przed wybuchem I wojny światowej osiadł w Płocku, gdzie zaangażował się w działalność w POW. Aresztowany w 1917 r. przez Niemców był więziony w obozie w Szczypiornie, a potem w Havelbergu. Po uwolnieniu z obozu W. Nowicki uczestniczył w rozbrajaniu Niemców w Płocku w listopadzie 1918 r. W czasie wojny polsko-rosyjskiej 1920 r. służył w 6 pp Leg. i walczył w obronie Płocka, za co otrzymał Krzyż Walecznych. W okresie międzywojennym prowadził duże gospodarstwo ogrodnicze oraz działał społecznie w ochotniczej straży pożarnej, Związku Peowiaków i Polskim Związku Zachodnim. W lutym 1940 r. aresztowany przez Gestapo, został rozstrzelany w lasach łąckich pod Płockiem.
