Inovativní přístupy k zachycení přítomného obyvatelstva: data mobilních operátorů

Detailed spatial information on numbers and structures of population at various hours of the day and days of the week has important application potential in urban management, physical planning and crisis management. This article presents some options for the use of mobile operators’ data for monitoring the number of present population and its daily/weekly fluctuation. An extensive methodological discussion is followed by a case study in the use of mobile operators’ data in the settlement of Dolní Břežany. Empirical results confirm a wide usability for this data source. Localization data from mobile telephones provide new and, in a certain way, unique information that is difficult to obtain in other ways.

Územně detailní informace o velikosti a struktuře přítomné populace v různých denních dobách a dnech v týdnu mají významný aplikační potenciál v městském managementu, územním plánovaní a krizovém řízení. Příspěvek představuje možnosti využití dat mobilních operátorů pro zachycení velikosti a denní/týdenní fluktuace přítomného obyvatelstva. Na rozsáhlou metodickou diskusi navazuje případová studie využití dat mobilních operátorů v obci Dolní Břežany. Prezentované empirické výsledky potvrzují širokou využitelnost tohoto datového zdroje. Lokalizační data mobilních telefonů přinášejí nové, svým způsobem unikátní informace, které jsou jinými způsoby velmi obtížně dosažitelné.

Information about the distribution of population in space is essential for describing our society and for studying the interrelationships between elements of the human-geographical sphere - this is so also in the field of spatial planning and the management of cities and regions. However, traditional data sources (usually national registers) provide only a static view linked to the place of residence (or workplace) of the population, which is inaccurate and can be highly misleading. When analysing phenomena and their causes, which are often independent of administrative boundaries, it is desirable to eliminate the apparent inaccuracy and provide researchers, officials or local governments with accurate and sufficiently detailed data for informed decision-making and obtaining better quality outputs. This paper describes a procedure for aggregating several data sources to provide a solution for producing more accurate datasets on the spatial distribution of population over time. The procedure is described both at the level of methodological steps and at the level of technical implementation in a GIS environment. The results are presented for the Olomouc region.

Informace o rozložení obyvatelstva v prostoru jsou nezbytné pro popis naší společnosti i pro studium vzájemných vztahů mezi prvky humánně-geografické sféry – nejinak tomu je v oblasti územního plánování a při správě měst a regionů. Tradiční zdroje dat (obvykle národní registry) však poskytují pouze statický pohled vázaný na bydliště (respektive pracoviště) obyvatel, který je nepřesný a může být značně zavádějící. Při analýze jevů a jejich příčin, které jsou často na administrativních hranicích nezávislé, je žádoucí zjevnou nepřesnost eliminovat a poskytnout výzkumníkům, úředníkům či místním samosprávám přesná a dostatečně podrobná data, která se stanou podkladem pro jejich rozhodování a zajistí kvalitnější výstupy. Příspěvek popisuje postup agregace několika datových zdrojů s cílem poskytnout řešení pro tvorbu přesnějších datových sad o distribuci obyvatel v prostoru v čase. Postup je popsán jak a úrovni metodických kroků, tak na úrovni technické implementace v prostředí GIS. Výsledky jsou představeny na oblasti Olomouckého kraje.

Analýza vztahu obyvatelstva k transformaci těžební oblasti Podkrušnohoří

The vision of the prospective transformation of the mining area in the foothills of the Ore Mountains (Podkrušnohoří), as expressed by the physical planning documentation of the Region of Ústí nad Labem, should be enhanced by a more detailed framework determining a stable and sustainable trajectory of the region’s future development. When taking into account local specifics in the planning of the area’s transformation, the local population is a relevant actor and participant. A sociological research has analyzed the attitudes of the population of Podkrušnohoří to current socioeconomic developments in the region and mining and post-mining activities. The results of the research were replenished and supported by the opinions of representatives of municipal administrations. The research has helped us to understand how this structurally affected region is perceived by its inhabitants, what factors have an influence on their attitudes and reactions, and which impacts these factors can have on the stability and social cohesion of the population.

Do vize budoucí transformace těžební oblasti Podkrušnohoří, která je vyjádřena v krajské územně plánovací dokumentaci Zásad územního rozvoje Ústeckého kraje (ZÚR ÚK), by měl být promítnut detailnější koncepční rámec, jenž by stanovil stabilní a udržitelnou trajektorii dalšího rozvoje tohoto regionu. K zohlednění místních specifik v procesu plánování budoucí transformace těžební oblasti Podkrušnohoří je neopomenutelným aktérem a účastníkem místní obyvatelstvo. Provedený sociologický výzkum analyzoval postoje obyvatelstva Podkrušnohoří k současnému socioekonomickému vývoji regionu a probíhajícím těžebním i post-těžebním aktivitám. Výsledky průzkumu byly dále doplněny a podpořeny názory zástupců samosprávy obcí a měst. Výzkum přispívá k hlubšímu pochopení, jakým způsobem je vnímán tento strukturálně postižený region jeho obyvateli, jaké jsou významné faktory, které mají vliv na jejich postoje a reakce, a jaké mohou mít tyto faktory dopady na stabilitu a soudržnost obyvatel Podkrušnohoří.
